A place remembered · a service continued

The Sanggunian,
then and now.

Buildings change. The city’s legislative memory must endure. This is the story of Pagadian’s former Legislative Building, the temporary chapter at C3, and the new home now being imagined for the Sangguniang Panlungsod.

First, the institution

What is the Sangguniang Panlungsod?

It is Pagadian City’s legislative body. Under the Local Government Code, a city Sanggunian enacts ordinances, approves resolutions and appropriates funds for the general welfare of the city and its people. Its work continues through sessions, committee study, public service and the official record kept for future councils and citizens.

The office may move, but the ordinances, resolutions and proceedings remain part of one continuous public story. Local Government Code, Section 458 ↗

Before / after

Two buildings.
One continuing purpose.

The former two-storey building is remembered here through Edgar’s floor-plan-based reconstruction. The proposed new home is shown through the archive’s separate design study. These are illustrations, not paired site photographs.

Edgar’s service

A place can pass.
The work remains.

Edgar began public service in City Accounting in 1994. After three years there, he joined the Sangguniang Panlungsod in 1997 and continues to serve today. The former building and the temporary C3 office are part of the working memory he hopes to preserve.

Employment history and personal perspective supplied by Edgar. The dated location evidence above comes from council documents.
