RESOLUTION NO. 2026-0533 (Co-Sponsored by: Committee on Transportation, Road Traffic Management and Franchising; Committee on Laws, Rules & Policy Formulation; and Committee on Police, Fire, Public Safety and Illegal Drug Prevention) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR, IN COORDINATION WITH THE LAND TRANSPORTATION OFFICE (LTO)-PAGADIAN DISTRICT OFFICE, TO ISSUE AND IMPLEMENT, IF LEGALLY AND ADMINISTRATIVELY APPROPRIATE, A POLICY OR DIRECTIVE REQUIRING DEALERS OF MOTORCYCLES AND ALL TYPES OF MOTOR VEHICLES OPERATING WITHIN PAGADIAN CITY TO ENSURE THAT NO BRAND-NEW VEHICLE OR MOTORCYCLE SHALL BE RELEASED WITHOUT THE REQUIRED PLATE NUMBER, CERTIFICATE OF REGISTRATION (CR), AND OFFICIAL RECEIPT (OR), CONSISTENT WITH EXISTING LTO GUIDELINES AND REGULATIONS" WHEREAS, this Sanggunian is in receipt of Resolution No. 12-702-2026 of the Sangguniang Panlalawigan of the Province of Zamboanga del Sur, entitled: "A Resolution requesting the City Mayor of Pagadian, Province of Zamboanga del Sur, to issue a policy with regards to the LTO Guidelines for all dealers of vehicles and motorcycles within the city which states that no brand-new motor vehicle and motorcycle shall be released without the plate/s, official receipt (OR) and Certificate of Registration (CR); WHEREAS, the afore-mentioned resolution was anchored on the provisions of Memorandum Circular No. VDM-2025-4665, dated 17 September 2025, issued by the Land Transportation Office (LTO) which, in gist, prescribed guidelines on the release of motor vehicle and motorcycle plates and registrations for brand-new motor vehicles by the dealer; WHEREAS, in consideration thereof, it was however seriously considered, among others, that a photocopied Certificate of Registration (CR) would suffice in the absence of the original CR in cases of those four-wheeled vehicles and motorcycles that were purchased through mortgage/loan as the original Certificate of Registration will still be retained with the mortgagor or creditor, as the case maybe; WHEREAS, premises considered, this body, following the Committees' recommendation, finds it prim and proper to support the intention of the Sangguniang Panlalawigan of the Province of Zamboanga del Sur, as enunciated in its Resolution No. 12-702-2026, hence, this passage; NOW, THEREFORE, on seconded motion of Honorable Bienvenido C. Culve, be it RESOLVED to request, as it is hereby requested the Honorable City Mayor, in coordination with the Land Transportation Office (LTO)-Pagadian District Office, to issue and implement, if legally and administratively appropriate, a policy or directive requiring dealers of motorcycles and all types of motor vehicles operating within Pagadian City to ensure that no brand-new vehicle or motorcycle shall be released without the required Plate Number, Certificate of Registration (CR), and Official Receipt (OR), consistent with existing LTO guidelines and regulations. RESOLVED, FURTHER, to let copies of this Resolution be furnished the Honorable City Mayor, the City Legal Officer, and the District Head, Land Transportation Office, Pagadian City, for their information, guidance and/or appropriate action.
