Obaob) "A RESOLUTION STRONGLY RECOMMENDING TO THE LOCAL FINANCE COMMITTEE, THROUGH THE HONORABLE CITY MAYOR, TO INCLUDE AND/OR INCORPORATE IN THE CALENDAR YEAR 2027 LOCAL EXPENDITURE PROGRAM OF THE CITY GOVERNMENT OF PAGADIAN THE BUDGETARY REQUIREMENTS FOR THE FULL AND EFFECTIVE IMPLEMENTATION OF CITY ORDINANCE NO. 2019-420, ENTITLED" AN ORDINANCE INSTITUTIONALIZING THE CONDUCT OF PAPERLESS SESSIONS BY THE SANGGUNIANG PANLUNGSOD OF PAGADIAN CITY," PARTICULARLY FOR THE PROCUREMENT OF THE NECESSARY OFFICE EQUIPMENT, AS SPECIFIED HEREUNDER" WHEREAS, City Ordinance No. 2019-420, entitled: "An Ordinance Institutionalizing the Conduct of Paperless Sessions by the Sangguniang Panlungsod of Pagadian City," was enacted by the 12th City Council to institutionalize a paperless legislative system to promote a more efficient, organized and cost-effective conduct of legislative sessions and related proceedings; WHEREAS, the effective implementation of the paperless session system requires adequate, reliable, and appropriate equipment to support the electronic preparation, transmission, presentation, storage, retrieval, and management of legislative documents and session materials, to minimize the use of paper and printing supplies and facilitate timely access to information and improve the records management of legislative documents; WHEREAS, this Sanggunian--considering that the City Government is now in the period of preparing and planning for the Calendar Year 2027 Local Expenditure Program (LEP)--deems it most pressing to include the allocation and/or funding of the following equipment and corresponding minimum specifications are identified as necessary requirements for the implementation and enhancement of the paperless session system; NOW, THEREFORE, on seconded motion of Honorable Maphilindo Q. Obaob, be it RESOLVED to strongly recommend, as it is hereby strongly recommended to the Local Finance Committee, through the Honorable City Mayor, to include and/or incorporate in the Calendar Year 2027 Local Expenditure Program of the City Government of Pagadian the budgetary requirements for the full and effective implementation of City Ordinance No. 2019-420, entitled" An Ordinance Institutionalizing The Conduct Of Paperless Sessions By The Sangguniang Panlungsod Of Pagadian City," particularly for the procurement of the necessary office equipment, as specified hereunder: Item Quantity Equipment / Minimum Specification a. 17 units Branded Core i7 Laptop b. 15 units Tablet c. 2 units High-Speed Document Scanners, Epson DS-860 or higher, or equivalent d. 1 unit Network Monochrome Multi-Function Laser Printer e. 1 unit USB-C Docking Station f. 1 unit Server Desktop/Tower Server, with at least: Intel Core i7 14th Generation or Intel Xeon equivalent processor; minimum 64 GB DDR5 RAM; 2 x 1 TB NVMe SSD configured in RAID 1 for system storage; minimum 4 TB enterprise SSD/HDD for data storage; dual Gigabit Ethernet or 2.5 GbE preferred; integrated graphics; 750W 80+ rated or higher power supply; heavy-duty tower cooling; TPM 2.0 and BIOS/UEFI security; and preferably a three-year manufacturer warranty g. 1 unit UPS for Server h. 1 unit UPS for NAS/Network i. 1 unit UPS for Session Control j. 1 Set Surge Protectors/Automatic Voltage Regulators (AVR), in sufficient quantity and capacity for the intended equipment k. 1 unit Television Large 75-inch to 86-inch 4K Display RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S.
