"A RESOLUTION ADOPTING THE RECOMMENDATION OF THE JOINT COMMITTEES ON PUBLIC UTILITIES AND COMMUNICATION/INFORMATION TECHNOLOGY & COMMITTEE ON LAWS, RULES, AND POLICY FORMULATION AS EMBODIED IN ITS JOINT COMMITTEE REPORT NO. 204, DATED JULY 22, 2026 RELATIVE TO THE UNRESOLVED ISSUES ON THE IMPLEMENTATION OF THE APPROVED TRICYCLE FARE MATRIX, PARTICULARLY THE REPORTED COLLECTION OF FARES IN EXCESS OF THE PRESCRIBED RATES"
WHEREAS, the Sangguniang Panlungsod received a complaint concerning the implementation of the approved tricycle fare matrix, specifically alleging that some tricycle drivers are collecting fares beyond the rates prescribed therein, which was subsequently referred to the Joint Committees on Public Utilities and Communication/Information Technology and on Laws, Rules, and Policy Formulation for appropriate action;
WHEREAS, after conducting a thorough inquiry and consultation with the concerned stakeholders, the Joint Committees found that the continued collection of fares in excess of the approved fare matrix has generated complaints from commuters and highlighted the need for more effective enforcement of existing policies governing tricycle fare rates;
WHEREAS, in Joint Committee Report No. 204, dated July 22, 2026, the Joint Committees recommended the adoption of the appropriate measures which are reasonable, responsive, and consistent with the interest and welfare of the general public;
NOW THEREFORE, on seconded motion of Honorable Bienvenido C. Culve, be it
RESOLVED to adopt, as this body hereby adopts the following recommendations of the Joint Committees on Public Utilities and Communication/Information Technology & Committee on Laws, Rules, and Policy Formulation as embodied in its Joint Committee Report No. 204, dated July 22, 2026 relative to the unresolved issues on the implementation of the approved tricycle fare matrix, particularly the reported collection of fares in excess of the prescribed rates, as herein specified, viz:
That the Road Traffic Management Office (RTMO) and the Motorized Tricycle Franchising and Regulatory Unit (MTFRU) intensity the enforcement of the approved tricycle fare matrix and impose appropriate sanctions against violators;
That All tricycle operators and drivers be required to prominently display the approved fare matrix inside their unit;
That a sustained public information campaign be conducted to educate commuters and drivers on the authorized fare rates and the available complaint mechanisms;
That the Road Traffic Management Office (RTMO) strengthen traffic enforcement by clearing illegal parking, regulating loading and unloading areas, and increasing the deployment of traffic personnel in congestion-prone areas; and
That a consultative meeting be convened among the City Government, tricycle operators' and drivers' associations, commuters and other stakeholders to address transportation concerns and identify long-term solutions to traffic congestion.
RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable City Mayor Samuel S. Co, for his favorable consideration; to the Head, Road and Traffic Management Office, the City Legal Office, and other concerned offices, for their information and appropriate action.
