RESOLUTION NO. 2026-0413 (Sponsored by: Committee on Infrastructure, Public Bidding and Community Development; Committee on Police, Fire and Public Safety and Illegal Drug Prevention; Committee on Health and Social Services) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CITY ENGINEER TO CONDUCT A COMPREHENSIVE ENGINEERING ASSESSMENT OF THE EXISTING DRAINAGE SYSTEM ALONG THE ROAD STRETCH OF DE SIETE STREET, BARANGAY BALANGASAN, THIS CITY, MORE PARTICULARLY THE AREA ACROSS THE PAGADIAN JUNIOR COLLEGE HIGH SCHOOL AS WELL AS PREPARE AND SUBMIT THE CORRESPONDING PROGRAM OF WORKS (POW) FOR THE PROPOSED DRAINAGE IMPROVEMENT AND CULVERT CONNECTION, EVALUATE THE FEASIBILITY OF IMPLEMENTING APPROPRIATE PEDESTRIAN ACCESS AND SAFETY MEASURES IN VIEW OF THE LIMITED WIDTH OF THE AREA INCLUDING THE CONSTRUCTION OF A STAIRCASE WITH STEEL HANDRAILS OR OTHER SUITABLE FACILITIES AND ENSURE THAT ALL PROPOSED INFRASTRUCTURE IMPROVEMENTS ARE PROPERLY INTEGRATED INTO THE OVERALL ENGINEERING DESIGN TO EFFECTIVELY ADDRESS THE DRAINAGE PROBLEM THEREAT WITH THE END IN VIEW OF PROMOTING THE SAFETY, CONVENIENCE, AND WELFARE OF THE GENERAL PUBLIC" WHEREAS, observation of the Sangguniang Panlungsod concerning the lack of connecting culvert across the drainage system in the immediate vicinity of the Pagadian Junior College High School in Barangay Balangasan which, during rainy season, will cause rain water to overflow thereby endangering the lives and limbs of the residents living nearby to include all passers-by; WHEREAS, given the importance and urgency of the foregoing concern, this body finds the need for the City Government to immediately institute engineering measures to ensure the safety and protection of the residents, pedestrians, and motorists traversing the area, such that commissioning the City Engineer to conduct a comprehensive engineering assessment of the existing drainage system thereat is most in order, hence this request; NOW, THEREFORE, on seconded motion of Honorable Roger L. Acedillo, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the City Engineer to conduct a Comprehensive Engineering Assessment of the existing drainage system along the road stretch of De Siete Street, Barangay Balangasan, this city, more particularly the area across the Pagadian Junior College as well as prepare and submit the corresponding Program of Works (POW) for the proposed drainage improvement and culvert connection, evaluate the feasibility of implementing appropriate pedestrian access and safety measures in view of the limited width of the area including the construction of a staircase with steel handrails or other suitable facilities and ensure that all proposed infrastructure improvements are properly integrated into the overall engineering design to effectively address the drainage problem thereat with the end in view of promoting the safety, convenience, and welfare of the general public. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his urgent consideration and favorable action; to Engr. Engr. Gloria Samson, City Engineer; for guidance and/or appropriate action APPROVED UNANIMOUSLY.
