RESOLUTION NO. 2026-0404

"A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO GRANT MONETARY REWARD/AWARD TO THE OFFICERS AND MEN OF THE PHILIPPINE DRUG ENFORCEMENT AGENCY (PDEA), ZAMBOANGA DEL SUR PROVINCIAL OFFICE, IN THE TOTAL AMOUNT OF SIXTY THOUSAND (P60,000.00) PESOS--P30,000.00 FOR EACH OF THE TWO (2) SUCCESSFUL OPERATION AGAINST ILLEGAL DRUGS IN THE CITY OF PAGADIAN"
WHEREAS, official report revealed that personnel of the Philippine Drug Enforcement Agency (PDEA)-Zamboanga del Sur Provincial Office, in collaboration with the Pagadian City Police Station, Zamboanga del Sur Provincial Intelligence Team Unit I, Coast Guard Intelligence Unit-Zamboanga del Sur/Coast Guard Intelligence Group-South Western Mindanao and 902nd Maneuvering Company Regional Force Battalion 9, had successfully conducted series of anti-illegal drugs operations which resulted in the apprehension of suspected drug dealers and the confiscation of the alleged Methamphetamine Hydrochloride or locally known as "Shabu," as herein cited:
a. On or about 1:00 p.m. of May 13, 2026, the team, while conducting anti-illegal drug campaign at P.L. Urro Street particularly at Purok Gumamela, Barangay San Jose, Pagadian City, Zamboanga del Sur, had successfully seized and confiscated at least 67.8976 grams of suspected Methamphetamine Hydrochloride also known as "shabu" with a total market value of P461,703.68 and apprehended one (1) suspected drug dealer in the person of Stephen Ian Yangao y Ylanan aka "Yan-Yan"; and
b. On or about 05:10 p.m. of May 13, 2026, the team likewise conducted anti-illegal drugs operation at Purok Madanihon, Barangay Bulatok, Pagadian City, Zamboanga del Sur, which siezed at least 98.0156 grams of suspected Methamphetamine Hydrochloride otherwise known as "shabu" with a total market value of P666,506.06 and apprehended the alleged drug dealer in the person of Monale Saliling y Pangiran aka "Faisal."
WHEREAS, consistent with the provisions of Republic Act No. 8551 otherwise known as the "Philippine National Police Reform and Reorganization Act of 1998," which provides for the recognition and the granting of monetary rewards to police personnel who, in the performance of their official duties, have exhibited meritorious acts, the Honorable City Mayor, through a letter, has sought authority from the Sangguniang Panlungsod to extend monetary reward in the total amount of P60,000.00--P30,000.00 for each successful operation;
WHEREAS, this body, taking into due consideration the favorable recommendation of the concerned Committee, to which the foregoing matter was initially referred, and finding no legal impediment thereto, deems it imperatively necessary to vest the Honorable City Mayor with the authority to grant the said monetary reward, chargeable against any available funds of the City Government of Pagadian;
NOW, THEREFORE, on seconded motion of Honorable Maphilindo Q. Obaob, be it
RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to grant monetary reward/award to the officers and men of the Philippine Drug Enforcement Agency (PDEA)-Zamboanga del Sur Provincial Office in the total amount of Sixty Thousand (P60,000.00) Pesos-P30,000.00 for each of the two (2) successful operation against illegal drugs in the City of Pagadian.
RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co; the City Budget Officer; the City Accountant; the City Treasurer; the City Auditor; and the Philippine Drug Enforcement Agency (PDEA) Zamboanga del Sur Provincial Office, through Provincial Officer Agent Cesario C. Judilla, Jr., for their information, guidance and/or appropriate action.
