RESOLUTION NO. 2026-0403 (Sponsored by: Honorable Lance Samuel F. Co) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO ENTER AND SIGN, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, THE SISTERHOOD AGREEMENT WITH THE CITY GOVERNMENT OF SAN JUAN, METRO MANILA, WITH REFERENCE TO THE ESTABLISHMENT OF A FRAMEWORK FOR SUSTAINED INTER-LOCAL COOPERATION, THE IMPLEMENTATION OF MUTUALLY BENEFICIAL PROGRAMS, PROJECTS, AND ACTIVITIES, AND THE CREATION OF A JOINT TECHNICAL WORKING GROUP, SUBJECT TO THE RESPECTIVE FINANCIAL, MATERIAL, AND HUMAN RESOURCE CAPABILITIES OF BOTH LOCAL GOVERNMENT UNITS" WHEREAS, the City Government of San Juan, Metro Manila, through Resolution No. 137, s. 2026, duly approved by its Sangguniang Panlungsod, formally manifested its intention to establish a Sisterhood Agreement with the City Government of Pagadian as a means of fostering closer institutional ties and promoting meaningful inter-local collaboration; WHEREAS, the Honorable City Mayor, after finding the proposal beneficial and advantageous to the City of Pagadian, formally endorses the afore-mentioned agreement with a further request for legislative authority to enter into the same, to which this body-in recognition of the valuable opportunity to strengthen inter-local government cooperation through the exchange of best practices, technical expertise, and strategic governance initiatives which will, in effect, promote good governance and advance socio-economic development of both local government units-deems it imperatively necessary to clothe the Local Chief Executive with the necessary authority to enter into, accept, and execute the said Sisterhood Agreement; NOW, THEREFORE, on seconded motion of Honorable Lance Samuel F. Co, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to enter and sign, for and in behalf of the City Government of Pagadian, the Sisterhood Agreement with the City Government of San Juan, Metro Manila, with reference to the establishment of a framework for sustained inter-local cooperation, the implementation of mutually beneficial programs, projects, and activities, and the creation of a joint technical working group, subject to the respective financial, material, and human resource capabilities of both Local Government Units. RESOLVED FINALLY, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel F. Co, for his immediate favorable consideration; to the City Legal Officer; to His Honor, City Mayor Francisco Javier M. Zamora, and the Honorable Sangguniang Panlungsod through Honorable Vice Mayor Angelo "AAA" Agcaoili, San Juan City, Metro Manila, for their information, guidance and reference. APPROVED UNANIMOUSLY.
