Culve) "A RESOLUTION REITERATING THE REQUEST OF THE 15TH CITY COUNCIL TO THE NATIONAL WATER RESOURCES BOARD (NWRB), AS EMBODIED IN RESOLUTION NO. 2026-0308, TO FAVORABLY CONSIDER THE USE OF A HYBRID HEARING SETUP--SIMULTANEOUS ONLINE ADJUDICATION AND PHYSICAL PUBLIC PARTICIPATION--FOR ALL WATER PERMIT APPLICATIONS FILED BY PAMANA WATER CORPORATION WITHIN THE TERRITORIAL JURISDICTION OF THE CITY OF PAGADIAN"Top of Form Bottom of Form WHEREAS, the 15th City Council, during its 29TH Regular Session held on 18 March 2026, adopted and approved Resolution No. 2026-0308 which, in gist, requested the National Water Resources Board (NWRB) to favorably consider the use of a hybrid setup--simultaneous online adjudication and physical public participation--for the hearing of all applications for water permit filed by the PAMANA Water Corporation within the territorial jurisdiction of the City of Pagadian. WHEREAS, as of this date, the Sangguniang Panlungsod has not received any response or feedback from the National Water Resources Board (NWRB) relative to the foregoing request, and considering the importance of ensuring transparency, accessibility, and broader public participation in proceedings affecting water resource management, this body finds it necessary to reiterate its earlier request; NOW THEREFORE, on seconded motion of Honorable Bienvenido C. Culve, be it RESOLVED to reiterate, as this body hereby reiterates its request to the National Water Resources Board (NWRB), as embodied in Resolution No. 2026-0308, to favorably consider the use of a hybrid hearing setup--simultaneous online adjudication and physical public participation--for all water permit applications filed by PAMANA Water Corporation within the territorial jurisdiction of the City of Pagadian. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the National Water Resources Board (NWRB), through Atty. Archie Edsel C. Asuncion, Chief, Water Rights Division, 8th floor NIA bldg., EDSA, Diliman, Quezon City, for information and favorable consideration; to the PAMANA Water Corporation through its Branch Manager; and the Honorable City Mayor, both of this city, for their information, guidance and support.
