RESOLUTION NO. 2026-0312 (Co-Sponsored by: Committee on Laws, Rules, and Policy Formulation and Committee on Education, Science, Technology & Accreditation of NGOs and POs) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD)-REGIONAL OFFICE IX AND THE PAGADIAN CITY INTERNATIONAL COLLEGE, WITH REFERENCE TO THE IMPLEMENTATION OF THE "TARA BASA!" TUTORING PROGRAM" WHEREAS, the Department of Social Welfare and Development (DSWD), consistent with its mandate to develop, administer, and implement comprehensive social welfare and development programs that uplift the living conditions of disadvantaged individuals and families, is collaborating with the City Government of Pagadian and the Pagadian City International College for the implementation of the "Tara, Basa!" Tutoring Program which is aimed at improving the reading proficiency of elementary learners while providing short-term employment and capacity-building opportunities to parents and youth beneficiaries; WHEREAS, to ensure the effective and efficient implementation of the program, there is a need for the formal forging of a Memorandum of Agreement by and among the City Government of Pagadian, the Pagadian City International College and the Department of Social Welfare and Development (DSWD), through its Regional Office IX, wherein the respective duties and responsibilities of all parties concerned shall be clearly defined and set forth, and for this purpose, the Honorable City Mayor has sought authority to enter into and execute the same-which request, upon careful evaluation, merits the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Jackielyn Krystyl C. Bana, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development (DSWD)-Regional Office IX and the Pagadian City International College, with reference to the implementation of the "Tara Basa!" Tutoring Program. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his favorable consideration; to the City Legal Officer; to the City Social Welfare and Development Officer; to the Pagadian City International College through its President, Dr. Maricor A. Marquez; and to Regional Director Riduan P. Hadjimuddin, DSWD-Regional Field Office 9, all of this city, for information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
