RESOLUTION NO. 2026-0275 (Sponsored by: Committee on Good Government, Ethics & Civil Service) "A RESOLUTION CREATING AN AD HOC COMMITTEE FOR THE PURPOSE OF CONDUCTING PRELIMINARY INVESTIGATION PERTAINING TO THE COMPLAINT OF PUNONG BARANGAY ANSELMO J. OBEDENCIA, JR., ET.AL, AGAINST BARANGAY KAGAWAD ARNEL L. CRUZ OF BARANGAY STO. NINO, WHO HAVE BEEN FOUND AND CONFIRMED POSITIVE FOR ILLEGAL DRUG USE DURING THE MANDATORY DRUG TESTING FOR ALL BARANGAY ELECTIVE OFFICIALS, WITH THE FOLLOWING COMPOSITION, NAMELY: HONORABLE JACKIELYN KRYSTYL C. BANA, IN HER CAPACITY AS CHAIRPERSON OF THE SP COMMITTEE ON GOOD GOVERNMENT, ETHICS AND CIVIL SERVICE; AND MEMBERS-HONORABLE MAPHILINDO Q. OBAOB AND HONORABLE BIENVENIDO C. CULVE" WHEREAS, this body is in receipt of an Indorsement, dated October 22, 2025, from the Office of the Ombudsman Area Office for Mindanao, forwarding the complaint of Anselmo J. Obedencia, Jr., et. al., against Barangay Kagawad Arnel L. Cruz, of Barangay Sto. Nino, this City, for appropriate action and/or administrative adjudication by the Sangguniang Panlungsod; WHEREAS, pursuant to Paragraph (e), Section 6, Rule 3 of City Ordinance No. 2016-362, otherwise known as "An Ordinance Adopting the Rules of Procedures in the Conduct of Administrative Investigation Against Elective Barangay Officials, mandates the Chairman of the Committee on Good Government, Ethics and Civil Service to report to the Sanggunian the existence of the Complaint for the creation of the Ad Hoc committee of three who will take care of the preliminary investigation; WHEREAS, in view thereof, the body, in support of the recommendation of the Chairman of the Committee on Good Government, Ethics and Civil Service, finds it imperative to create and organize the Ad Hoc Committee for the purpose of conducting preliminary investigation of administrative complaint against elective barangay officials; NOW, THEREFORE, on seconded motion of Honorable Jackielyn Krystyl C. Bana, be it RESOLVED to create, as this body hereby creates an Ad Hoc Committee for the purpose of conducting preliminary investigation pertaining to the complaint of Punong Barangay Anselmo J. Obedencia, Jr., et.al, against Barangay Kagawad Arnel L. Cruz of Barangay Sto. Nino, who have been found and confirmed positive for illegal drug use during the mandatory drug testing for all barangay elective officials, with the following composition, to wit: Chairman : Honorable Jackielyn Krystyl C.
