RESOLUTION NO. 2026-0260 (Sponsored by: Committee on Ways and Means and Committee on Transportation, Road Traffic Management and Franchising) "A RESOLUTION URGING THE MANAGEMENT OF THE PAGADIAN CITY AIRPORT TO ADOPT APPROPRIATE MEASURES TO ENSURE CONSISTENT IMPLEMENTATION OF CAAP-MANDATED AIRPORT PARKING FEES, INCLUDING THE IMPROVEMENT, PUBLIC AWARENESS, AND DIGITALIZATION OF TICKET ISSUANCE AND MONITORING SYSTEMS, TO PROMOTE ACCURACY, ACCOUNTABILITY AND PUBLIC CONVENIENCE" WHEREAS, the Sangguniang Panlungsod (15th City Council), by way of a resolution, conducted an inquiry pertaining to the matter concerning the increase in parking fee tickets at the Pagadian City Airport particularly the discrepancy between the approved amount of P22.40 and the P50.00 amount stamped on parking fee tickets and determine whether the increase is duly sanctioned by the Civil Aviation Authority of the Philippines (CAAP); WHEREAS, information revealed, based on the legislative inquiry initiated by the concerned Committees-to which the foregoing matter was initially referred-that the increase was duly sanctioned by the CAAP through Memorandum Circular No. 019-2025, for which this body deems it imperative to urge the management of CAAP to adopt and strengthen operational measures, including an enhance public awareness initiatives, improve monitoring mechanisms, and digitalization of ticket issuance for the purpose of promoting efficiency and public convenience. NOW, THEREFORE, on seconded motion of Hon. Ann Marjorie N. Revelo, be it RESOLVED to urge, as this body hereby urges the management of the Pagadian City Airport to adopt appropriate measures to ensure consistent implementation of CAAP-mandated airport parking fees, including the improvement, public awareness, and digitalization of ticket issuance and monitoring systems, to promote accuracy, accountability and public convenience. RESOLVED FURTHER, that copies of this Resolution be forwarded to Atty. Ralph Kevin B. Canton, Acting Airport Manager, for immediate favorable action; to the CAAP Business Development Division-Acting Chief, Atty. Celyn J. Cemine-Mapula; to His Honor, City Mayor Samuel S.
