RESOLUTION NO. 2026-0259 (Sponsored by: Committee on Ways and Means and Committee on Transportation, Road Traffic Management and Franchising) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CONCERNED OFFICES/DEPARTMENT TO IMMEDIATELY SUBMIT A COMPREHENSIVE WRITTEN REPORT ON THE STATUS OF IMPLEMENTATION OF CITY ORDINANCE NO. 2018-400 OTHERWISE KNOWN AS THE "ROAD NETWORK AND TRANSPORTATION MANAGEMENT CODE OF PAGADIAN CITY," PARTICULARLY THE CREATION AND ESTABLISHMENT OF THE ROADS AND TRAFFIC MANAGEMENT OFFICE (RTMO) AS A DEPARTMENT, INCLUDING ITS ORGANIZATIONAL STRUCTURE, PLANTILLA POSITION, AND BUDGETARY REQUIREMENTS, FOR INFORMATION IN AID OF LEGISLATION" WHEREAS, the Sangguniang Panlungsod (15th City Council) in the exercise of its oversight and legislative functions, during its 20th Regular Session held last January 7, 2026 raised observations on the non-implementation of some provisions of City Ordinance No. 2018-400, particularly the establishment and/or creation of the Roads and Traffic Management Office (RTMO) as a department, including its organizational structure, Plantilla positions and budgetary requirements; WHEREAS, this body, acting upon the recommendation of the concerned Committees, to which the foregoing concern was initially referred for investigation, and after careful perusal and evaluation, finds it cogently imperative for the Honorable City Mayor to direct all concerned offices/department to provide the Sangguniang Panlungsod with a comprehensive written report on the matter to properly apprised the body on the intricacies and/or complexities in implementing the said provision with the end in view of formulating, if warranted, responsive legislative measures consistent with sound traffic management and public service delivery; NOW, THEREFORE, on seconded motion of Hon. Ann Marjorie N. Revelo, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the concerned offices/department to immediately submit a Comprehensive Written Report on the status of implementation of City Ordinance No. 2018-400 otherwise known as the "Road Network and Transportation Management Code of Pagadian City," particularly the creation and establishment of the Roads and Traffic Management Office (RTMO) as a department, including its organizational structure, Plantilla position, and budgetary requirements, for information in aid of legislation. RESOLVED FURTHER, to let a copy of this Resolution be furnished to the Office of the Honorable City Mayor, for his favorable action; to the Head, Roads and Traffic Management Office, the City Legal Office, and other concerned offices, for their information and appropriate action.
