RESOLUTION NO. 2025-1102 (Co-Sponsors: Committee on Health and Social Services and Committee on Laws, Rules, and Policy Formulation) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF HEALTH (DOH) ZAMBOANGA PENINSULA-CENTER FOR HEALTH DEVELOPMENT AND THE PAGADIAN CITY INFIRMARY, WITH REFERENCE TO THE TRANSFER OF FUNDS FOR THE IMPLEMENTATION OF THE MEDICAL ASSISTANCE TO INDIGENT AND FINANCIALLY INCAPACITATED PATIENTS (MAIFIP) PROGRAM IN THE CITY OF PAGADIAN" WHEREAS, as the lead agency in the protection and promotion of health, the Department of Health issued DOH Administrative Order No. 2024-0006, entitled: "Revised Guidelines on the Implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients which provide guidelines for the transparent administration and utilization of the MAIFIP Programs Funds Between the DOH-CHD and its partner hospitals/health facilities; WHEREAS, consistent with such DOH Administrative Order, the City Government of Pagadian and the Department of Health have agreed to concertedly pursue the implementation of such program in the city, such that the formal forging of a Memorandum of Agreement by and among the City Government of Pagadian, the Pagadian City Infirmary, and the Department of Health Zamboanga Peninsula-Center for Health Development is necessary, where the duties and responsibilities of the concerned parties have been specified; WHEREAS, in view thereof, the Honorable City Mayor has sought for authority to enter into the same, which request, upon careful perusal and evaluation, merited the support and concurrence of this august body. NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Health (DOH) Zamboanga Peninsula-Center for Health Development and the Pagadian City Infirmary, with reference to the transfer of funds for the implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) program in the City of Pagadian. RESOLVED FURTHER, that copies of this Resolution be forwarded to the Honorable City Mayor, for immediate favorable consideration; the City Legal Officer; the OIC-Chief, Pagadian City Infirmary; and the OIC-Regional Director Lenny Joy Johnson-Rivera, MD, MDM, CESO IV DOH-Center for Health Development-Zamboanga Peninsula, Upper Calarian, Zamboanga City, for information & favorable action.
