RESOLUTION NO. 2025-1016 (Co-Sponsors: Committee on Laws, Rules and Policy Formulation and Committee on Health and Social Services) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT(MOA) WITH THE NATIONAL AUTHORITY FOR CHILD CARE (NACC), REPRESENTED BY ITS EXECUTIVE DIRECTOR JANELLA MARIE V. EJERCITO, FOR THE ADOPTION OF THE PHILIPPINE FOSTER CARE (PFC) PROGRAM IN PROMOTING AND PROTECTING THE RIGHTS OF CHILDREN WHO ARE IN NEED OF SPECIAL PROTECTION" WHEREAS, pursuant to the implementing rules and regulations of Republic Act No. 10165 also known as the "Foster Care Act of 2012" as amended by Republic Act No. 11642 otherwise known as "The Domestic Administrative Adoption and Alternative Child Care Act," the National Authority for Child Care (NACC) and the Local Government of Pagadian City have agreed to concertedly pursue the adoption of the Philippine Foster Care Program in line with the NACC'S mandate to serve as the central authority in domestic adoption, intercountry adoption, and alternative child care and to provide assistance to every child who is surrendered, orphaned, abandoned, neglected or dependent through adoption and/or foster care; WHEREAS, to ensure the effective and efficient pursuance of this particular program, the formal forging of a Memorandum of Agreement by and between the City Government of Pagadian and the National Authority for Child Care (NACC) is necessary where the duties and responsibilities of the concerned parties are stipulated, thus the Honorable City Mayor sought for legislative authority to enter into such deed--which request merited the support and approval of this august body, hence, this authority; NOW, THEREFORE, on seconded motion of Honorable Ma. Alicia Elena V. Ariosa, be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement (MOA) with the National Authority for Child Care (NACC), represented by its Executive Director Janella Marie V. Ejercito, for the adoption of the Philippine Foster Care (PFC) Program in promoting and protecting the rights of children who are in need of special protection. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for immediate favorable consideration; to the City Legal Officer; to the City Social Welfare and Development Officer; and to the National Authority for Child Care, through Executive Director Janella Marie V. Ejercito, No. 2 Chicago corner Ermin Garcia Streets, Barangay Pinagkaisahan, Cubao, Quezon City, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
