RESOLUTION NO. 2025-1011 (Co-Sponsor: Committee on Police, Fire & Public Safety and Committee on Laws, Rules and Policy Formulation) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE BUREAU OF FIRE PROTECTION (BFP), REPRESENTED BY FCINSP EDGAR A. QUITOY, CITY FIRE MARSHAL OF PAGADIAN CITY CENTRAL FIRE STATION, WITH REFERENCE TO THE DESIGNATION OF THE FORMER AS COLLECTION AGENT FOR THE FIRE SAFETY INSPECTION FEES (FSIF) PURSUANT TO REPUBLIC ACT NO. 11032, OTHERWISE KNOWN AS THE "EASE OF DOING BUSINESS AND EFFICIENT GOVERNMENT SERVICE DELIVERY ACT OF 2018" WHEREAS, pursuant to Section 12(h) of Republic Act No. 9485, as amended by Section 11 of R.A. 11032, otherwise known as the "Ease of Doing Business and Efficient Government Service Delivery Act of 2018," which, in gist, vested the Bureau of Fire Protection (BFP) the discretion to enter into agreement with Local Government Units to allow the latter to assess and collect fire safety inspection fees, the Bureau of Fire Protection (BFP) and the City Government of Pagadian have agreed to comply with the provisions of Republic Act No. 11032 with the end in view of streamlining the processing of fire safety inspections and related permits in facilitating business operations and regulatory compliance; WHEREAS, to ensure the effective and efficient pursuant of the foregoing endeavor, it is thus necessary for the Bureau of Fire Protection (BFP) and the City Government of Pagadian to enter into a Memorandum of Agreement (MOA) where the duties and responsibilities of both parties have been specified--such that an authority to enter into such deed has been sought by the Honorable City Mayor, which request merited the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Ann Marjorie N. Revelo, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement (MOA) with the Bureau of Fire Protection (BFP), represented by FCINSP Edgar A. Quitoy, City Fire Marshal of Pagadian City Central Fire Station, with reference to the designation of the former as collection agent for the Fire Safety Inspection Fees (FSIF) pursuant to Republic Act No. 11032, otherwise known as the "Ease Of Doing Business And Efficient Government Service Delivery Act Of 2018." RESOLVED FURTHER, that a copy of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his reference and appropriate action; the City Legal Officer; and to FCINSP. Edgar A. Quitoy, Pagadian City Central Fire Station, all of this city, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
