"A RESOLUTION DISMISSING THE UNVERIFIED ADMINISTRATIVE COMPLAINT AGAINST PUNONG BARANGAY ABDULHAIMER G. EVER, OF BARANGAY MURICAY, THIS CITY, FOR BEING INSUFFICIENT IN FORM"
WHEREAS, a concerned citizen filed a letter-complaint addressed to the Regional Director of the Department of Interior and Local Government (DILG) against Punong Barangay Abdulhaimer G. Ever of Barangay Muricay, this City, for nepotism due to the alleged appointment of his first-degree cousin as Barangay Treasurer and for Abuse of Authority, which letter-complaint was transmitted to this august body pursuant to Sub-Paragraph (c) of Section 61 of the Local Government Code of 1991 granting the Sangguniang Panlungsod exclusive jurisdiction over administrative cases filed against any elective barangay official;
 WHEREAS, the Committee on Good Government, Ethics and Civil Service, to which the foregoing matter was referred for preliminary consideration, found and established the following facts, to wit:
That the above-mentioned administrative complaint was filed by an anonymous person and has not revealed, up to this present, his/her personal identification;

That the administrative complaint filed against Punong Barangay Abdulhaimer G. Ever of Barangay Muricay, this city, is not in consonance with the legal requirement set forth in Section 61 of the Local Government Code in relation to Paragraph B of Section 6, Rule 3 of City Ordinance No. 2016-362, otherwise known as "An Ordinance Adopting the Rules of Procedures in the Conduct of Administrative Investigation Against Elective Barangay Officials," which clearly requires that administrative complaint must carry a verification clause.

 WHEREAS, given the foregoing premises, this body, after careful perusal and evaluation, finds it legally and lawfully proper to dismiss the above-mentioned Administrative Complaint for being insufficient in form;
 NOW, THEREFORE, on seconded motion of Honorable Monique Shaira Y. To, be it
RESOLVED to dismiss, as this body hereby dismisses the unverified administrative complaint against Punong Barangay Abdulhaimer G. Ever, of Barangay Muricay, this city, for being insufficient in form.
RESOLVED FURTHER, to let copies of this resolution be forwarded to Punong Barangay Abdulhaimer G. Ever, Barangay Muricay, this City; to Regional Director Paisal O. Abutazil, DILG-Regional Office IX; to Provincial Director Moh. Taha S. Arakama, DILG-Zamboanga del Sur Provincial Office, through CLGOO Maribel C. Estoquia; to Honorable City Mayor Samuel S. Co, all of this city, for their information, guidance and reference.
