RESOLUTION NO. 2025-0100 (Co-Sponsored by: Committee on Agriculture, Fishery and Agrarian Reform & Committee on Laws, Rules and Policy Formulation) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF AGRICULTURE (DA)-REGIONAL OFFICE IX, FOR THE ESTABLISHMENT OF AN EDIBLE LANDSCAPING PROJECT TO SHOWCASE BACKYARD GARDENING UNDER THE NATIONAL URBAN AND PERI-URBAN AGRICULTURE PROGRAM (NUPAP)" WHEREAS, consistent with the provisions of Republic Act No. 8435, otherwise known as the "Agriculture and Fisheries Modernization Act (AFMA) of 1997," the Department of Agriculture, through its Regional Field Office IX, has implemented the National Urban and Peri-Urban Agriculture Program (NUPAP) through the establishment of an edible landscaping to showcase backyard gardening to encourage individuals to engage in backyard gardening as a source of income and attain food self-sufficiency; WHEREAS, in relation thereto, the Department of Agriculture-Regional Office IX and the City Government of Pagadian have agreed to pursue the establishment of an edible landscaping project, such that the formal forging of a Memorandum of Agreement where the duties and responsibilities of both parties are specified is necessary, hence, a request for authority to enter into the same has been sought by the Honorable City Mayor; WHEREAS, this body, upon careful perusal and evaluation through the concerned Committees, to which the foregoing matter was initially referred, finds it imperative to clothe the City Chief Executive with the necessary authority to enter and sign the said deed; NOW, THEREFORE, on seconded motion of Honorable Patrisha Kaye N. Asugas, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement (MOA) with the Department of Agriculture (DA)-Regional Office IX, for the establishment of an Edible Landscaping Project to showcase backyard gardening under the National Urban and Peri-Urban Agriculture Program (NUPAP). RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable City Mayor Samuel S. Co, for his immediate favorable consideration; to the City Legal Officer; and to the Department of Agriculture through Regional Executive Director, Engr. Marcos C. Aves, Sr., Regional Office IX, all of this city, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
