RESOLUTION NO. 2025-0038 (Sponsor: Honorable Ann Marjorie N. Revelo) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO CONDUCT COMPREHENSIVE EVALUATION ON THE IMPLEMENTATION OF CITY ORDINANCE NO. 2022-519, ENTITLED: "AN ORDINANCE PROMULGATING THE GUIDELINES ON THE GRANT OF MONETARY INCENTIVES TO ANY INDIVIDUAL, PAIR, GROUP OR TEAM, INCLUDING THEIR RESPECTIVE COACHES OR TRAINERS, WHO HAVE BEEN DECLARED AND RANKED WITHIN THE TOP THREE (3) WINNERS OF ANY SPORTS, SKILLS, ARTS AND ACADEMIC COMPETITIONS IN THE REGIONAL, NATIONAL AND INTERNATIONAL EVENTS AND APPROPRIATING FUNDS THEREFOR," AS AMENDED BY CITY ORDINANCE NO. 2024-574, AND DIRECT THE FOLLOWING OFFICES SPECIFIED HEREUNDER TO DO AND PERFORM THE FOLLOWING ACTS AND THINGS WHEREAS, in an effort to effectively encourage and motivate city resident athletes, coaches or trainers to perform well in their respective field of sports and ultimately bring honor and prestige to the city, the Sangguniang Panlungsod, during the 14th City Council, enacted City Ordinance No. 2022-519 as amended by City Ordinance No. 2024-574, entitled: "An Ordinance Promulgating the Guidelines on the Grant of Monetary Incentives to Any Individual, Pair, Group or Team, including their respective Coaches or Trainers, who have been declared and ranked within the Top Three (3) Winners of any Sports, Skills, Arts and Academic Competitions in the Regional, National and International Events and Appropriating Funds Therefor;" WHEREAS, to ensure the efficiency and effectiveness of the aforementioned legislation, there is thus a need to conduct comprehensive evaluation on the foregoing matter, hence, this request; NOW, THEREFORE, on seconded motion of Honorable Ann Marjorie N. Revelo, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to conduct comprehensive evaluation on the implementation of City Ordinance No. 2022-519, entitled: "An Ordinance Promulgating The Guidelines On The Grant Of Monetary Incentives To Any Individual, Pair, Group Or Team, Including Their Respective Coaches Or Trainers, Who Have Been Declared And Ranked Within The Top Three (3) Winners Of Any Sports, Skills, Arts And Academic Competitions In The Regional, National And International Events And Appropriating Funds Therefor," as amended by City Ordinance No. 2024-574. RESOLVED FURTHER, to request the Honorable City Mayor to direct the following offices to do and perform the following acts and things, to wit: The City Incentive Committee shall provide/submit to the Sangguniang Panlungsod an evaluation report including, but not limited to, viz: a) Compliance with qualification requirements by grantees; b) Adequacy and timeliness of monetary incentive disbursement; c) The impact of incentives on participant motivation and performance in future competitions; d) Challenges encountered during implementation; and e) Recommendation for potential enhancement or amendment. The City Budget Office shall allocate necessary funds for the purpose. RESOLVED, FINALLY, to let copies of this Resolution be forwarded to Honorable City Mayor Samuel S. Co; to City Incentive Committee; and to the City Budget Officer, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
