RESOLUTION NO. 2025-0017 (Sponsor: Honorable Maphilindo Q. Obaob) "A RESOLUTION EARNESTLY REQUESTING THE DISTRICT ENGINEER-FIRST ENGINEERING DISTRICT OF ZAMBOANGA DEL SUR, DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH), TO PROVIDE/FURNISH THE SANGGUNIANG PANLUNGSOD (15TH CITY COUNCIL) WITH AN EVALUATION REPORT ON THE EXCAVATION AND RESTORATION ACTIVITIES UNDERTAKEN BY THE PAMANA, A PRIVATE WATER UTILITY SERVICE PROVIDER, ALONG THE NATIONAL HIGHWAY WITHIN THE JURISDICTION OF PAGADIAN CITY, IN AID OF LEGISLATION" WHEREAS, the attention of this august body has been called relative to the unseemly practice of the PAMANA-a private water utility service provider in the city-in undertaking excavation and restoration of the cemented road along the national highway within the jurisdiction of Pagadian City without proper coordination with the Department of Public Works and Highways (DPWH) through the District Engineer of the First Engineering District of Zamboanga del Sur; WHEREAS, it has been observed that such activities undertaken by the PAMANA has caused inconvenience to the riding public aside from sustaining potential damage to the cemented road of the national highway thereby posing great danger to the lives and/or limbs of the motorists; WHEREAS, given the gravity of the foregoing matter, this body, in the interest of transparency, accountability and due diligence, finds the need to be kept abreast whether the foregoing activities undertaken by the PAMANA are in conformity with the existing national engineering standards, protocols, and statutory regulations governing the use of national roads, thus this request; NOW, THEREFORE, on seconded motion of Honorable Maphilindo Q. Obaob, be it RESOLVED to earnestly request the District Engineer-First Engineering District of Zamboanga del Sur, Department of Public Works and Highways (DPWH), to provide/furnish the Sangguniang Panlungsod (15th City Council) with the following report in relation to the excavation and restoration activities undertaken by PAMANA, a private water utility provider, along the national highway within the jurisdiction of Pagadian City, as specified herein, to wit: Contract period of the specific project; and Progress and Accomplishment Report of the specific project; RESOLVED FURTHER, to let copies of this Resolution be transmitted to District Engineer Pablo L. Escuadro, DPWH-First Engineering District, Province of Zamboanga del Sur, Balangasan District, this city, for information and appropriate action. APPROVED UNANIMOUSLY.
