"A RESOLUTION ENJOINING ALL COLLEGES AND UNIVERSITIES OPERATING WITHIN THE TERRITORIAL JURISDICTION OF PAGADIAN CITY TO INCORPORATE A DRUG-FREE WORKPLACE POLICY INTO THEIR INSTITUTIONAL GUIDELINES AND REGULATIONS"
WHEREAS, consistent with the provisions of Republic Act No. 9165, otherwise known as the "Comprehensive Dangerous Drugs Act of 2002," and in view of the increasing prevalence of drug abuse among students which poses a significant threat to the welfare, safety and academic performance of the education community, educational institutions, among others, are mandated to take a proactive stance in preventing drug abuse, including the promotion of drug-free workplaces;
WHEREAS, the City Government of Pagadian is committed to fostering academic excellence, personal growth, and the overall development of students, in particular, and promoting a healthy, safe, and drug-free environment for all its citizens, in general; 
WHEREAS, it is important to note that colleges and universities play a critical role not only in shaping the moral fortitude and intellectual character of every student but also maintaining a drug-free environment, thus integrating a drug-free workplace policy in every school in the city will prevent, if not lessen, incidents related to substance abuse and thereby, in effect, creates a more productive and supportive educational atmosphere; 
NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa, be it

RESOLVED to enjoin, as this body hereby enjoins all Colleges and Universities operating within the territorial jurisdiction of Pagadian City to incorporate a drug-free workplace policy into their institutional guidelines and regulations.

RESOLVED FURTHER, to encourage all Colleges and Universities in Pagadian City to engage in educational program relative to the ill-effects of illegal drug use and the institution of measures for the prevention and intervention of the same. 
RESOLVED, FINALLY, to let copies of this Resolution be forwarded to all Presidents/Administrators of Colleges and Universities in Pagadian City, for their information and immediate favorable action; and to His Honor, City Mayor Samuel S. Co, for support.
