RESOLUTION NO. 2024-0798 (Sponsor: Committee on Infrastructure, Public Bidding and Community Development) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO FORMULATE AND/OR ESTABLISH COMPREHENSIVE GUIDELINES THAT WILL EFFECTIVELY PROMOTE AN INTER-OFFICE COLLABORATION BY AND AMONG THE CITY ENGINEER, THE OFFICE OF THE BUILDING OFFICIAL (OBO), AND THE CONCERNED BARANGAY OFFICIALS, WITH REFERENCE TO THE PRE-PLANNING SURVEY PHASE OF ALL CITY GOVERNMENT-FUNDED PROJECTS PURPOSELY TO ADDRESS ALL MATTERS RELATING TO ROAD RIGHT-OF-WAY ENCROACHMENT OR BOUNDARY CONFLICT" WHEREAS, concern over project abandonment or delay in the implementation of City Government-funded projects which is, accordingly, caused by road right-of-way encroachment or boundary conflict cannot be understated as it will adversely hamper the city government's delivery of basic services aside from posing hazard to the lives and limbs of the city's residents; WHEREAS, in an effort to prevent the recurrence of the foregoing predicament, there is thus a need to institute appropriate measures where the City Engineer and the Office of the Building Official, in coordination with the barangay officials where the project is supposed to be established, shall be directed to formulate or establish comprehensive guidelines that will effectively promote an inter-office collaboration among the concerned city offices/department during the pre-planning survey phase of all city government-funded projects, hence, this request; NOW, THEREFORE, on seconded motion of Honorable Ariel J. Lim, Jr., be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to formulate and/or establish comprehensive guidelines that will effectively promote an inter-office collaboration by and among the City Engineer, the Office of the Building Official (OBO), and concerned Barangay Officials, with reference to the pre-planning survey phase of all City Government-funded projects purposely to address all matters relating to road right-of-way encroachment or boundary conflict. RESOLVED, FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his immediate favorable action; to Engr. Gerry D. Nebria, City Engineer; and to Engr. Sanita Fuertes, OIC-Office of the Building Official, all of this City, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
