RESOLUTION NO. 2024-0657 (Sponsor: Committee on Good Government, Ethics & Civil Service) "A RESOLUTION EARNESTLY REQUESTING THE PHILIPPINE AIRLINES (PAL) AND THE BUREAU OF IMMIGRATION (BI) FOR COPIES OF OFFICIAL RECORDS PERTAINING TO THE TRAVELS ABROAD OF HON. MA. ALICIA ELENA V. ARIOSA FOR THE PERIOD JULY 1, 2022 UP TO THE PRESENT, REGARDLESS OF THE PLACE OF TRAVEL FOR THE SANGGUNIANG PANLUNGSOD'S INFORMATION, IN AID OF LEGISLATION" WHEREAS, a Legal Opinion dated July 11, 2023 was handed down by Atty. Elvin Kein M. Nacilla, Attorney IV, Office of the City Legal Officer of Pagadian City, affecting the letters of DILG-IX Legal Opinion No. 18, S. 2023 (re: concerned citizen's/taxpayer's complaint against Hon. Ma. Alicia Elena V. Ariosa [anent the alleged unauthorized travels abroad of the latter)]; WHEREAS, the aforesaid citizen's/taxpayer's complaint arose out of the alleged unauthorized travels abroad by Hon. Ma. Alicia Elena V. Ariosa starting from July 1, 2022 when she assumed public office as elected City Councilor; WHEREAS, there is a need for this body to take action on the subject citizen's/taxpayer's complaint and for it to be properly enlightened thereabout, thus, the Committee on Good Government, Ethics and Civil Service sought for the advice of Atty. Elvin Kein M. Nacilla, Office of the City Legal Officer, as to what subsequent official measures to take relative thereto; WHEREAS, in a Letter dated February 27, 2024 courtesy of Atty. Elvin Kein M. Nacilla, the latter recommended for the passage of a Resolution by this body thereby requesting from the Philippine Airlines (PAL) and the Bureau of Immigration (BI) the official travel records of the travels abroad by Hon. Ma. Alicia Elena V. Ariosa from July 1, 2022 up to the present and to thereafter resort to initiating the appropriate administrative or criminal charge/s against Hon. Ma. Alicia Elena V. Ariosa if by then granted; WHEREAS, if thereby granted, the copies of official records that which will be acquired by the City Council from the Philippine Airlines (PAL) and the Bureau of Immigration (BI) will be held and treated with utmost confidentiality. NOW, THEREFORE, on seconded motion of Honorable Sam Tyra Co, be it RESOLVED to earnestly request, as this body hereby earnestly requests the Philippine Airlines (PAL) and the Bureau of Immigration (BI) for copies of official records pertaining to the travels abroad of Hon. Ma. Alicia Elena V. Ariosa for the period July 1, 2022 up to the present, regardless of the place of travel for the Sangguniang Panlungsod's information, in aid of legislation; RESOLVED, FURTHER, let copies of this Resolution be forwarded to Commissioner Norman G. Tansingco, Bureau of Immigration (BI), through Ms. Sittie Nawrah M. Talib-Benito, Alien Control Officer, BI-Pagadian City Field Office, 4th floor, City Commercial Center (C3) Building, Santiago District, this city; and to the Philippine Airlines (PAL), through Ms. Farhani Sacala, PAL-Pagadian Airport Station Officer, Pagadian City Airport, Barangay Muricay, this city, for their immediate favorable action; to Honorable City Mayor Samuel S. Co; to the City Legal Officer; and all other offices concerned, for their information, guidance, reference and immediate action. APPROVED UNANIMOUSLY.
