Fernandez) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF HEALTH ZAMBOANGA PENINSULA-CENTER FOR HEALTH DEVELOPMENT, WITH REFERENCE TO THE RELEASE OF THE HEALTH EMERGENCY ALLOWANCE (HEA) FOR THE BENEFIT OF ALL ELIGIBLE/QUALIFIED PUBLIC AND PRIVATE HEALTH WORKERS IN THE CITY DURING THE COVID-19 PANDEMIC" WHEREAS, Republic Act No. 11712 or the Public Health Emergency Benefits and Allowances for Health Care Workers Act provides for the payment of Health Emergency Allowance (HEA), Sickness and Death Compensation and other benefits for Public and Private Health Care Workers (HCWs) and Non- Health Care Workers during the COVID-19 Pandemic; WHEREAS, among the requirements necessary for the release of such grant, there is thus a need for the forging of a Memorandum of Agreement by and between the Department of Health Zamboanga Peninsula-Center for Health Development and the City Government of Pagadian where the roles and responsibilities of both parties are specified--such that the Honorable City Mayor has sought for authority to enter into such deed; WHEREAS, this body, finding urgency and importance in the foregoing request, deems it appropriate and in order to clothe the Honorable City Mayor with the necessary authority to represent the City Government in the formal forging of such Memorandum of Agreement; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Health Zamboanga Peninsula-Center for Health Development, with reference to the release of the Health Emergency Allowance (HEA) for the benefit of all eligible/qualified public and private health workers in the city during the COVID-19 Pandemic. RESOLVED, FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his favorable consideration; to the City Legal Officer; and to the Department of Health through Dr. Joshua G. Brillantes, MD, MPH, CESO IV, Regional Director, Upper Calarian, Zamboanga City, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
