RESOLUTION NO. 2023-0564 (Sponsor: Honorable Jesus B. Bajamunde, Jr.) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DRAGONPAY CORPORATION, WITH REFERENCE TO THE APPLICATION OF AN ONLINE PAYMENT/COLLECTION SYSTEM (DRAGONPAY SERVICE) FOR THE CITY GOVERNMENT OF PAGADIAN" WHEREAS, consistent with the mandate under Republic Act No. 11032, otherwise known as the "Anti-Red Tape Act of 2007," the City Government of Pagadian and the DragonPay Corporation--owner/developer of a software infrastructure program known as DRAGONPAY Service--have agreed to concertedly pursue the application of an on-line payment/collection system relative to the payment of real property tax and other local fees and charges for the City Government of Pagadian; WHEREAS, to effectively pursue the foregoing endeavor, there is thus a need to formalize the same through a Memorandum of Agreement where the duties and responsibilities of both parties are stipulated--such that a request for authority to enter into such deed has been sought by the Honorable City Mayor, which request, after careful perusal and evaluation, merited the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Jesus B. Bajamunde, Jr., be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Dragonpay Corporation, with reference to the application of an online payment/collection system (DRAGON SERVICE) for the City Government of Pagadian. RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable City Mayor Samuel S. Co; to Mr. Robertson S. Chiang, President, Dragonpay Corporation, Suite B, 3/F Buildscheduer's Center Building, 170 Salcedo Street, Legaspi Village, Makati City; the City Legal Officer; and others concerned, for their information, guidance and/or appropriate action.
