RESOLUTION NO. 2023-0521 (Sponsor: Honorable Ariel J. Lim, Jr.) "A RESOLUTION URGING THE HONORABLE CITY MAYOR TO INSTITUTE AND UNDERTAKE, UNDER THE CITY'S PLANS AND PRIORITIES, APPROPRIATE MEASURES THAT SHALL CONTROL AND SUPPORT VAGRANTS IN THE CITY OF PAGADIAN" WHEREAS, it has been observed that many vagrants belonging to the "Badjao" tribe of Mindanao have wandered and settled in Pagadian City and are perceived to inhabit the city as mendicants; WHEREAS, while the City Government is committed to the welfare and safety of all its residents including those who may be experiencing homelessness or vagrancy, however, concern over the public safety, health and over-all quality of life for both the wanderers and the local residents cannot be underemphasized as it has caused this august body to be wary and apprehensive; WHEREAS, in seriously considering the plight of this particular people whose number is observably increasing, it is but the proper time for the City Government to institute necessary measures and programs to empower and make them productive citizens of the society; NOW, THEREFORE, on seconded motion of Honorable Ariel J. Lim, Jr., be it RESOLVED, as it is hereby resolved to urge the Honorable City Mayor to institute and undertake, under the city's plans and priorities, appropriate measures that shall control and support vagrants in the City of Pagadian, as stipulated hereunder: Identify and assess individuals experiencing vagrancy to understand their needs and circumstances; Collaborate with relevant government agencies, NGOs, and community organizations to provide shelter, rehabilitation, and essential support services to those in need; Develop a public awareness campaign to encourage community involvement, understanding, and support for individuals experiencing homelessness; Establish designated areas and shelters for vagrants, with proper sanitation and security, to ensure a safer environment for both the individuals and the community; and Implement policies and regulations that discourage aggressive panhandling and inappropriate behavior in public spaces. RESOLVED, FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration; and to the City Social Welfare and Development Officer; and all others concern, for their information, guidance and/or appropriate action.
