RESOLUTION NO. 2023-0389 (Sponsor: Committee on Finance and Appropriations) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CONCERNED OFFICES TO STRICTLY ADHERE AND COMPLY WITH THE RECOMMENDATION OF THE COMMISSION ON AUDIT (COA) RELATIVE TO THE UTILIZATION OF THE TWENTY PERCENT (20%) DEVELOPMENT FUND OF THE LOCAL GOVERNMENT UNIT OF PAGADIAN CITY FOR THE PERIOD COVERING JANUARY 1, 2022 TO DECEMBER 31, 2022" WHEREAS, the Commission on Audit (COA), Regional Office 9, furnished this body with a management letter addressed to the Honorable City Mayor regarding the conduct of a compliance audit on the utilization of the 20% Development Fund of the Local Government Unit of Pagadian City for the period covering January 1, 2022 to December 31, 2022; WHEREAS, although the compliance audit revealed that the 20% Development Fund utilization is in compliance with Section 3.2.5 of DBM-DILG-DOF JMC No. 1, dated November 4, 2020, and has not identified any ineligible expenses or expenditures not allowed, however, the fund utilization of 30.56% wherein 29 activities completed, 62 on-going, and 17 not implemented as of December 31, 2022 has caused for concern with respect to the implementation of infrastructure projects that will redound to the welfare of the city's constituents; WHEREAS, in view thereof and, in view of the favorable recommendation of the Committee on Finance and Appropriations, to which said matter was referred for initial evaluation, it is now necessary to request the Honorable City Mayor to direct the concerned offices to strictly adhere and comply with the recommendation of the Commission on Audit as enunciated in its management letter; NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the concerned offices to strictly adhere and comply with the recommendation of the Commission on Audit (COA) relative to the utilization of Twenty Percent (20%) Development Fund of the Local Government Unit of Pagadian City for the period covering January 1, 2022 to December 31, 2022. RESOLVED, FURTHER, to let a copy of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration. APPROVED UNANIMOUSLY.
