RESOLUTION NO. 2023-0233 (Sponsor: Committee on Public Utilities, Transportation, Communications and Franchising) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE MOTORIZED TRICYCLE FRANCHISING AND REGULATORY UNIT (MTFRU) PURPOSELY TO COMPEL ALL OPERATORS AND/OR DRIVERS OF MOTORIZED TRICYCLES-FOR-HIRE TO DISPLAY AND/OR POST THE ADJUSTED FARE MATRIX, AS MANDATED UNDER RESOLUTION NO. 2022-1636, FOR THE INFORMATION AND GUIDANCE OF THE RIDING PUBLIC" WHEREAS, for the guidance and protection of the citizenry, the 1987 Philippine Constitution mandates that the right of the people to information on matters of public concern shall be guaranteed and recognized; WHEREAS, the Sangguniang Panlungsod (13th City Council), by way of Resolution No. 2022-1636, approved the tricycle fare increase from P10.00 for the first kilometer to P15.00 with an additional P2.00 for every additional kilometer of a fraction thereof and the concerned office of the City Government has caused the printing of the fare matrix for the information and guidance of tricycle operators/drivers and the riding public; WHEREAS, it is however noted that notwithstanding the provision which mandate tricycle for-hire operators and drivers to conspicuously post/display the new schedule of fare rates in their respective tricycle, no such printed fare matrix has been posted/displayed in the motorized tricycles-for-hire, thus, depriving the riding public of the information as to the exact fare they are to pay for the distance traveled and at the same time allowing tricycle operators/drivers to charge more than the authorized fares; WHEREAS, for this reason, this august body, in support to the recommendation of the Committee on Public Utilities, Transportation, Communications and Franchising, finds it most necessary to solicit the intervention of the City Chief Executive in order to facilitate the immediate posting of the current fare matrix; NOW, THEREFORE, on seconded motion of Honorable Sam Tyra F. Co, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the Motorized Tricycle Franchising and Regulatory Unit (MTFRU) purposely to compel all operators and drivers of motorized tricycles-for-hire to display and/or post the adjusted fare matrix, as mandated under Resolution No. 2022-1636, for the information and guidance of the riding public. RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his appropriate action; and the Head-Motorized Tricycle Franchising Regulatory Unit (MTFRU), for information and guidance. APPROVED UNANIMOUSLY.
