RESOLUTION NO. 2023-0195 (Sponsor: Committee on Good Government, Ethics and Civil Service) "A RESOLUTION OFFICIALLY FORWARDING TO THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG)-CENTRAL OFFICE, THROUGH HONORABLE MARLO L. IRINGAN, DILG-UNDERSECRETARY FOR LOCAL GOVERNMENT, THE LETTER FROM A CONCERNED CITIZEN WHICH SEEKS CLARIFICATION ON THE EXCESSIVE ABSENCES COMMITTED BY HONORABLE MA. ALICIA ELENA V. ARIOSA, SP MEMBER AND CHAIRPERSON OF THE THREE (3) IMPORTANT COMMITTEES, NAMELY: COMMITTEE ON FINANCE AND APPROPRIATIONS, COMMITTEE ON TOURISM AND SISTERHOOD PROGRAM, ARTS AND CULTURE AND THE OVERSIGHT COMMITTEE, AS EVIDENCED BY THE TRAVEL LOG OF THE PHILIPPINE AIRLINES, IN RELATION TO SECTION 90 (b) OF R.A. 7160 AND DILG MC NO. 2019-83, DATED MAY 29, 2019" WHEREAS, this august body received a letter from a concerned citizen which, in gist, seeks clarification with regard to the excessive absences committed by Honorable Ma. Alicia Elena V. Ariosa, Sangguniang Panlungsod Member of Pagadian City and Chairperson of the Three (3) important SP Committees namely: Committee on Finance and Appropriations, Committee on Tourism and Sisterhood Program, Arts and Culture; and the Oversight Committee, as evidenced by the travel log of the Philippine Airlines, in relation to Section 90 (b) of R.A. 7160 and DILG MC No. 2019-83 dated May 29, 2019; WHEREAS, in an effort to determine the veracity of such allegations given the seriousness and gravity of the same, the Committee on Good Government, Ethics and Civil Service-to which such letter was referred for initial investigation-recommends referring the matter to a higher authority who has direct supervision over Local Government Units so as to preclude any doubt of prejudice and partiality from the Council Members; WHEREAS, premises considered, this body, upon careful perusal and evaluation, deems it most logical and reasonable to officially forward the matter to the Department of the Interior and Local Government for proper resolution of the issue at hand for the guidance and understanding of the Sangguniang Panlungsod (14th City Council); NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa, be it RESOLVED to officially forward, as this body hereby officially forwards to the Department of the Interior and Local Government (DILG)-Central Office, through Honorable Marlo L. Iringan, DILG-Undersecretary for Local Government, the letter from a concerned citizen which seeks clarification on the excessive absences committed by Honorable Ma. Alicia Elena V. Ariosa, SP Member and Chairperson of three (3) important committees, namely: Committee on Finance and Appropriations, Committee on Tourism and Sisterhood Program, Arts and Culture and Oversight Committee, as evidenced by the travel log of the Philippine Airlines, in relation to Section 90 (b) of R.A. 7160 and DILG MC No. 2019-83, dated May 29, 2019. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Department of the Interior and Local Government (DILG)-Central Office, through Honorable Marlo L. Iringan, DILG-Undersecretary for Local Government, DILG NAPOLCOM Center, EDSA corner Quezon Avenue, Quezon City, for immediate favorable consideration; to the Office of the President; and to the Office of the Special Assistant to the President, Honorable Antonio Lagdameo, Jr., Malacanang Palace, Manila, for information and appropriate action; to Regional Director Paisal O. Abutazil, DILG Regional Office IX; to Provincial Director Muhammad Taha F. Arakama, DILG-ZDS Provincial Office; to Mr. Farouk Escobar, CLGOO-Pagadian City; to Honorable City Mayor Samuel S.
