RESOLUTION NO. 2022-1674 (Sponsored By: Honorable Arnold R. Gavenia) "A RESOLUTION PRESCRIBING A SET OF GUIDELINES GOVERNING THE GRANT OF SERVICE BENEFITS/INCENTIVES OTHERWISE KNOWN AS THE "DISTINGUISHED PUBLIC SERVANT AWARD" TO ALL PUNONG BARANGAYS IN PAGADIAN CITY" WHEREAS, Section 384 of the Local Government Code of 1991 provides that the Barangay as the basic political unit serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and where disputes may be amicably settled; WHEREAS, the Barangay is at the forefront of providing the most reliable, efficient, and effective services to its barangay constituents which was very apparent in the delivery of basic social services as well as health services at the height of the COVID-19 pandemic, not to mention the monthly regulatory reports for submission to the LGU and the DILG; WHEREAS, such immense contribution and services exhibited by the Punong Barangays more particularly their relentless and inexorable effort in implementing public health protocols to contain, if not prevent, the further spread of COVID-19 in the city deserves the City Government's accolade and recognition through the provision of cash incentive during the commemoration of the 53rd Araw ng Pagadian, subject, however, to the guidelines herein set forth; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to grant, as this body hereby grants service benefits/incentives to all Punong Barangays who have implemented the public health protocols against the Corona Virus Disease 2019 (COVID-19) subject, however, to the following guidelines, to wit: Who may be Eligible to the Grant of Service Benefits/Incentives. The Service Benefits/Incentives also known as the "Distinguished Public Servant Award" shall only be given to the Barangay Chairman or Punong Barangay of the 54 Barangay Government Units of Pagadian City who have satisfactorily implemented the public health protocols to contain, if not prevent, the further spread of the Corona Virus Disease 2019 (COVID-19) in the city; Basis of Eligibility of such Grant. The Service Benefits/Incentives or the "Distinguished Public Servant Award" shall be granted based on the compliance to the following criteria or conditions, viz: 2a) Formulation and adoption of COVID-19 Comprehensive Plan; 2b) Application and implementation of appropriate COVID-19 responses (any of the following): Keep and maintain close coordination with the Pagadian City Emergency Operation Center (EOC); Provide assistance in facilitating contact tracers; Initiate food packs distribution; Assists in the extraction process of COVID-19 positive; Monitors returning barangay residents; and Implementation of proper system in the issuance of Barangay Acceptance for the returning barangay residents. 2c) Initiate the implementation of granular lockdown; 2d) Provision and allocation of isolation/quarantine areas; and 2e) Formulation and adoption of COVID-19 Map for COVID-19 cases. The EOC shall evaluate the COVID-19 performance of all Punong Barangays based on the criteria/conditions stipulated in Paragraph 2, and submit the same to the Local Chief Executive. Cash Reward. The recipient of Service Benefits/Incentives or the "Distinguished Public Servant Award" shall receive monetary reward in the amount not exceeding Fifteen Thousand (P15,000.00) Pesos. The amount, however, will vary depending on the number of criteria/conditions/parameters prescribed under Paragraph 2 hereof have been duly complied with after evaluation by the Office of the City Mayor. The Office of the City Mayor shall consolidate and evaluate all the reports from the EOC to determine the Punong Barangay Awardees. RESOLVED FURTHER, to authorize the Honorable City Mayor to allocate and utilize appropriate funds, out of any available fund sources of the City Government, to help defray the expenditures in granting the Distinguished Public Servant Award as specified above. RESOLVED, FINALLY, that copies of this resolution be forwarded to His Honor, City Mayor Samuel S. Co; the City Budget Officer; the City Accountant; the City Treasurer; and the City Auditor, for their information, guidance, and/or appropriate action. APPROVED UNANIMOUSLY.
