RESOLUTION NO. 2022-0140 (Sponsor: Committee on Laws, Rules and Policy Formulation) "A RESOLUTION STRONGLY RECOMMENDING TO THE HONORABLE CITY MAYOR TO ADVISE THE 54 BARANGAY GOVERNMENT UNITS AS WELL AS THE DIFFERENT REGIONAL OFFICES AND LINE AGENCIES, STATE UNIVERSITIES AND COLLEGES (SUCs), AND OTHER GOVERNMENT INSTRUMENTALITIES STATIONED AND/OR OPERATING IN THE CITY OF PAGADIAN TO INSTITUTIONALIZE THE BUY LOCAL ADVOCACY IN THEIR PROCUREMENT ACTIVITIES" WHEREAS, pursuant to the provisions of Republic Act No. 9184, otherwise known as the "Government Procurement Reforms Act," the Department of Trade and Industry (DTI), through the Zamboanga del Sur Provincial Office, is determined to promote and advocate the "Buy Local Advocacy Program" in the City of Pagadian which aims to institutionalize prioritization of local micro, small and medium enterprises (MSMEs) products and services in government procurement by making it a mandatory policy to set aside at least Ten Percent (10%) of the total procurement value of government agencies and LGUs for the purchase of local products; WHEREAS, in consideration of the recommendation of the concerned Committee, to which the matter was referred for initial evaluation and consideration, it is thus necessary for the City Government to support the said program, hence, this recommendation; NOW, THEREFORE, on seconded motion of Honorable Patrisha Kaye N. Asugas, be it RESOLVED to strongly recommend, as it is hereby strongly recommended to the Honorable City Mayor to advise the 54 Barangay Government Units as well as the different regional offices and line agencies, State Universities and Colleges (SUCs), and other government instrumentalities stationed and/or operating in the City of Pagadian to institutionalize the Buy Local Advocacy in their procurement activities. RESOLVED FURTHER, that copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his reference and appropriate action; and to Ms. Flora G. Miraflor, Provincial Director, COMELEC, Zamboanga del Sur, Provincial Office; and all others concerned, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
