RESOLUTION NO. 2022-0047 (Sponsor: Honorable Sam Tyra F. Co) "A RESOLUTION MANIFESTING THE 14TH CITY COUNCIL'S STRONG SUPPORT TO THE CONVERSION OF PAGADIAN CITY INTO A HIGHLY URBANIZED CITY PURSUANT TO PROCLAMATION NO. 1247, DATED 08 NOVEMBER 2021, ISSUED BY THEN PRESIDENT RODRIGO R. DUTERTE" WHEREAS, on 10 July 2020, the Sangguniang Panlungsod (13th City Council), pursuant to Section 452 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, requested His Excellency, President Rodrigo Roa Duterte, Republic of the Philippines, to declare Pagadian City as highly-urbanized city; WHEREAS, after having verified that Pagadian City had met the minimum requirements prescribed under Section 452 of R.A. 7160 for a city to be classified as highly-urbanized, such as: (a) a population of at least 210,452 persons as certified to by the Philippine Statistics Authority (PSA); and (b) an income of Two Hundred Seventy Million Seven Hundred Seventy-Four Thousand ( 270,774,000.00) Pesos based on the 1991 constant prices as certified to by the Department of Finance-Bureau of Local Government Finance (DOF-BLGF), then President Rodrigo R. Duterte, on November 8, 2021, issued Proclamation No. 1247 which, in gist, converted the City of Pagadian into a highly-urbanized city; WHEREAS, although the effectivity of such proclamation is subject to the ratification by the qualified voters in a plebiscite to be conducted by the Commission on Election (COMELEC) in the city proposed to be converted, the realization of such conversion has long been the aspiration even of the past administration for it will promote and foster fast development of the City of Pagadian with the end view of benefitting the city's constituencies, hence, manifesting the body's strong support is most appropriate and in order; NOW, THEREFORE, on seconded motion of Honorable Sam Tyra F. Co, be it RESOLVED to manifest, as this body hereby manifests the 14th City Council's strong support to the conversion of Pagadian City into a Highly Urbanized City pursuant to Proclamation No. 1247, dated 08 November 2021, issued by then President Rodrigo R. Duterte. RESOLVED FURTHER, to let a copy of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his information, guidance and/or appropriate action. APPROVED BY MAJORITY VOTE.
