RESOLUTION NO. 2022-0010 (Sponsor: Honorable Jurofer P. Pulmones) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CITY ENGINEER TO URGENTLY UNDERTAKE THE CLEARING AND DE-CLOGGING OF CANALS AND DRAINAGE SYSTEM IN ALL LOW-LYING BARANGAYS IN THE CITY PARTICULARLY BARANGAYS SANTA LUCIA AND NAPOLAN TO MITIGATE, IF NOT PREVENT, THE RECURRENCE OF FLOODING AND, TO CONDUCT A THOROUGH INSPECTION AND ASSESSMENT ON THE EXTENT OF THE REPORTED DAMAGE TO THE RIVER CONTROL AT BARANGAY SANTA LUCIA DUE TO THE RECENT FLASHFLOOD" WHEREAS, with the onset of the rainy season, the recurring problem of flooding in the low land areas of the city particularly in Barangays Santa Lucia and Napolan is once again the root of concern of this august body which, per observation, could be attributed to the clogged canals and drainage system wherein it causes delays and difficulties to the residents, travelers and commuters passing by these areas, thus, become a traffic and health hazard to the populace of the City; WHEREAS, relatedly, information revealed that the river control in Barangay Santa Lucia has been reportedly damaged due to the continued heavy downpour this past few days which, if left unattended, may expose such infrastructure project to further damage thereby posing danger to the lives and properties of the nearby residents thereat; WHEREAS, given the foregoing situation, this body, in an effort to mitigate the occurrence of flooding in the afore-mentioned areas, deems it appropriate and in order to urgently commission the City Engineer to undertake the clearing and de-clogging of canals and drainage in all low-lying areas of the city by removing all debris and trash thereat to ensure the free flowing of rain water down to the coastline as well as conduct a thorough inspection and assessment on the extent of the reported damage of the river control in Barangay Santa Lucia and, if necessary, recommend appropriate corrective measures thereto; NOW, THEREFORE, on motion of Honorable Jurofer P. Pulmones, duly seconded en masse, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the City Engineer to urgently undertake the clearing and de-clogging of canals and drainage system in all low-lying barangays in the city particularly Barangays Santa Lucia and Napolan to mitigate, if not prevent, the recurrence of flooding. RESOLVED FURTHER, to conduct a thorough inspection and assessment on the extent of the reported damage to the river control at Barangay Santa Lucia, this city, and institute, if possible, appropriate corrective measures to avoid further damage thereto. RESOLVED, FINALLY, to let copies of this Resolution be forwarded to the Honorable City Mayor, for his preferential consideration and favorable action; and to the City Engineer, for information, guidance and appropriate action.
