RESOLUTION NO. 2021-1306 (Sponsor: Honorable Vincenzo E. Cagampang) "A RESOLUTION EARNESTLY REQUESTING THE COMMANDING GENERAL OF 1ST INFANTRY "TABAK" DIVISION, PHILIPPINE ARMY, MAJOR GENERAL GENEROSO M. PONIO, TO FAVORABLY CONSIDER THE CREATION AND ORGANIZATION OF TASK FORCE PAGADIAN THAT SHALL BE PRIMARILY RESPONSIBLE IN ADDRESSING AND ATTENDING TO THE SERIES OF KILLINGS INVOLVING ELECTED BARANGAY OFFICIALS AND THE APPARENT RISK OF BOMBING AND KIDNAPPING AGGRAVATED BY THE CONTINUED THREAT OF TERRORISM IN THE CITY OF PAGADIAN" WHEREAS, the City of Pagadian is geographically situated at the northwestern portion of the Island of Mindanao with a land area of 146.26 square miles composing of steeply sloping terrain of hills and mountains and coastal areas; WHEREAS, currently, Pagadian City, taking into consideration the influx of people brought about by its fast-growing economy aside from its present state as the Regional Center for the Zamboanga Peninsula Region, is confronted with serious concern relative to the issue of peace and order in relation to the number of police force assigned in the Pagadian City Police Station where it is presently operating with a personnel complement of One Hundred Sixty (160) including the Chief of Police spread all over the 54 barangays of the city and manning at least 220,000 population--a number obviously falling below the ideal ratio of 1 policeman for every 1,000 population; WHEREAS, while the City Government recognizes and acknowledges all the effort exerted by the officers and men of the Pagadian City Police Station in the fight against all forms of criminalities and in maintaining the peace and order situation of the city, the truth reveals that series of lawless violence such as, but not limited to, the killings of elected barangay officials and the apparent and the imminent risks of bombing and kidnapping, involving local businessmen and foreigners, aside from the continued threat of terrorism have continued to occur which disturbed the volatile peace and order situation and to the detriment of the government's socio-economic development priorities for the city; WHEREAS, to address the situation, there is an urgent need to create and organize the Task Force Pagadian similar to those created and organized in the cities of Davao and Zamboanga where it was noted to have positively and successfully upheld and sustained the stability of their respective peace and order situation; WHEREAS, considering the foregoing premises, this body deems it imperatively necessary to request the Commanding General of the 1st Infantry "Tabak" Division to urgently consider the creation and organization of the Task Force Pagadian; NOW, THEREFORE, premises considered and on seconded motion of Honorable Vincenzo E. Cagampang, be it RESOLVED to earnestly request, as it is hereby earnestly requested the Commanding General of 1st Infantry "Tabak" Division, Philippine Army, Major General Generoso M. Ponio, to favorably consider the creation and organization of Task Force Pagadian that shall be primarily responsible in addressing and attending to the series of killings involving elected barangay officials and the apparent risk of bombing and kidnapping aggravated by the continued threat of terrorism in the City of Pagadian. RESOLVED, FURTHER, to let copies of this Resolution be forwarded to the Commanding General of 1st Infantry "Tabak" Division, Philippine Army, Major General Generoso M. Ponio, Camp Sang-an, Upper Pulacan, Labangan, Zamboanga del Sur, for his information and appropriate action; and to His Honor, City Mayor Samuel S. Co, for support and follow-up.
