RESOLUTION NO. 2021-1281 (Sponsored By: Committee on Public Utilities, Transportation, Communications and Franchising) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CITY TRAFFIC ENFORCEMENT SECTION-OFFICE OF THE CITY MAYOR, IN COLLABORATION WITH THE PAGADIAN CITY POLICE STATION-TRAFFIC MANAGEMENT SECTION, TO STRENGTHEN THE APPREHENSION OF UNAUTHORIZED/COLORUM MOTORIZED TRICYCLES OPERATING AND/OR SOLICITING PASSENGERS WITHIN THE TERRITORIAL JURISDICTION OF THE CITY OF PAGADIAN, WITH A FURTHER REQUEST TO IDENTIFY AND ALLOCATE A SUITABLE AREA/SPACE FOR USE AS AN IMPOUNDING/STORAGE FOR APPREHENDED VEHICLES" WHEREAS, the attention of this august body was caught on the numerous complaints and comments against the continued and unabated operation of unauthorized/unregistered (colorum) motorized tricycles-for-hire in the City of Pagadian which, if remained unattended, will continue to affect the livelihood and income of legitimate motorized tricycles-for-hire operators and drivers; WHEREAS, upon careful scrutiny of the foregoing situation, it was found out that such predicament was bolstered by the lack of designated area/space for use in impounding apprehended vehicles; WHEREAS, considering the recommendation of the concerned Committee, to which the matter was initially referred, this body deems it urgent and necessary to institute whole-of-the government approach to have the same curbed and the perpetrators commensurately dealt with in accordance with the provisions of existing local ordinance and national laws, thus commissioning the concerned government agencies to immediately act on the same is most proper and for the City Chief Executive to identify and designate suitable area/space for use as an impounding area; NOW, THEREFORE, on seconded motion of Honorable Jesuseller M. Duterte, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the City Traffic Enforcement Section-Office of the City Mayor, in collaboration with the Pagadian City Police Station-Traffic Management Section, to strengthen the apprehension of unauthorized/colorum motorized tricycles operating and/or soliciting passengers within the territorial jurisdiction of the City of Pagadian, with a further request to identify and allocate a suitable area/space for use as an impounding/storage for apprehended vehicles. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Honorable City Mayor, for his appropriate action; to the Head-City Traffic Enforcement Section, Office of the City Mayor, for their information, guidance and/or appropriate action; and to the Chief of Police; Attn: The Head-Traffic Management Section, Pagadian City Police Station, for information and guidance.
