RESOLUTION NO. 2021-1170 (Sponsor: Honorable Arnold R. Gavenia) "A RESOLUTION REQUESTING THE REGIONAL DIRECTOR OF THE DEPARTMENT OF HEALTH (DOH)-REGIONAL OFFICE 9, TO DEFINE AND OUTLINE THE FUNCTIONS AS WELL AS THE LIMITATIONS OF THE DIFFERENT LOCAL GOVERNMENT UNITS--THE PROVINCE, COMPONENT CITY AND THE MUNICIPALITIES--WITH REGARD TO THE STANDING PROTOCOL ON THE IMPLEMENTATION OF THE COVID-19 VACCINATION PROGRAM IN THEIR RESPECTIVE AREA OF JURISDICTION FOR PROPER GUIDANCE" WHEREAS, in an effort to suppress, if not contain, the spread of COVID-19 and, consistent with the directives of the national government to institute massive COVID-19 vaccination program with the end in view of attaining population protection, the City Government of Pagadian has--since the inception of the program--demonstrated readiness and willingness to efficiently and effectively perform and implement such vaccination program in the city; WHEREAS, as a measure thereto and, to ensure an orderly, smooth and well-organize administration of the vaccination program, the Pagadian City Emergency Operation Center was created for the purpose which, per observation, has been confronted with various challenges such as, but not limited to, the lack of supply of COVID-19 vaccines and the hesitancy of the senior citizens and persons with comorbidities to avail of the vaccination program in spite of the various approaches and strategies undertaken by the city to convince and persuade those considered priority individuals; WHEREAS, such difficulty was compounded by the recent action of the Provincial Government of Zamboanga del Sur when it conducted mobile and parallel vaccination in the different barangays of the city without proper coordination with the Pagadian City Emergency Operation Center--where the foregoing action has brought confusion in the manner of rendering the necessary report on the exact number of persons having been administered with such vaccines to the Regional Inter-Agency Task Force (RIATF) as well as the National Inter-Agency Task Force (NIATF) considering that both Local Government Units were undertaking the same endeavor in the same area of jurisdiction but having different data of records; WHEREAS, but what made it more incomprehensible and inconceivable is the information that monetary incentives in the amount of Three Hundred (P300.00) Pesos were given to those who avail of their vaccination program, resulting to the further aggravation of the predicament of the city to persuade and convince the senior citizens and persons with comorbidities to have vaccination considering that the City Government has no available budget for the purpose and, it is doubtful whether such practice can be sustained by the Local Government Unit of Zamboanga del Sur; WHEREAS, notwithstanding the foregoing, the City Government welcomes as it appreciates and acknowledges the assistance undertaken by the Provincial Government in the vaccination program of the city, however, proper coordination and synchronized action by both LGUs is most required in the fight against the COVID-19 pandemic in the city and, to ensure that the action of the different LGUs are within the metes and bounds of their respective mandate, there is thus a need to request the Department of Health (DOH)-Regional Office 9 to define the functions, roles and responsibilities as well as the limitations of the different Local Government Units with regard to the standard protocol on the implementation of the vaccination program; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to request, as this body hereby requests the Regional Director of the Department of Health (DOH)-Regional Office 9, to define and outline the functions as well as the limitations of the different Local Government Units--the province, component city and the municipalities--with regard to the standing protocol on the implementation of the COVID-19 vaccination program in their respective area of jurisdiction for proper guidance. RESOLVED FURTHER, to let a copy of this Resolution be forwarded to Dr. Joshua G. Brillantes, MD, MPH, CESE, (DOH)-Regional Office IX, Upper Calarian, Zamboanga City, for its favorable consideration; to Honorable Secretary Francisco T. Duque III, San Lazaro Compound, Tayuman, Sta. Cruz, Manila; to Honorable Secretary Eduardo M. Ano, DILG-NAPOLCOM Center, EDSA, corner Quezon Avenue, West Triangle, Quezon City; and to the Honorable City Mayor, this city, for information, support and follow-up. APPROVED UNANIMOUSLY.
