RESOLUTION NO. 2021-1110 (Sponsor: Honorable Priscilla M. Fernandez) "A RESOLUTION RESPECTFULLY RECOMMENDING TO THE PAGADIAN CITY EMERGENCY OPERATION CENTER THROUGH THE HONORABLE CITY MAYOR--IN HIS CONCURRING CAPACITY AS CHAIRMAN--TO RESTRICT AND/OR PROHIBIT SENIOR CITIZENS WHO HAVE NOT YET BEEN INOCULATED WITH COVID-19 VACCINES FROM GOING OUT TO ANY PUBLIC PLACES OF THE CITY, AS A MEASURE TO PREVENT THEM FROM BEING CONTRACTED/INFECTED WITH SUCH DISEASE" WHEREAS, reportedly, the hesitancy rate of senior citizen to have vaccination against COVID-19 is quite high and alarming, as data would show that, up to this present, only thirty percent (30%) of those persons aged 60 years and above have been inoculated with COVID-19 vaccines; WHEREAS, the foregoing data is further aggravated by the fact that a high percentage of COVID-19 related death in the city were senior citizens who are considered as vulnerable from being contracted of such dreaded disease; WHEREAS, in consideration of the urgency of the foregoing concern, and taking into account the restriction imposed by the National Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) disallowing senior citizens from going outside their residences except for the so-called essential travel or essential purchases, it is now hightime for the City Government through the Pagadian City Emergency Operation Center to intensify the institution of appropriate public health measures to ensure the safety and protection of the senior citizens by restricting and/or prohibiting the movement of those persons aged 60 years and above who have not yet been vaccinated against COVID-19 to go out in public places, hence, this recommendation; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to recommend, as it is hereby respectfully recommended to the Pagadian City Emergency Operation Center through the Honorable City Mayor--in his concurring capacity as Chairman--to restrict and/or prohibit senior citizens who have not yet been inoculated with COVID-19 vaccines from going out to any public places of the city, as a measure to prevent them from being contracted/infected with such disease. RESOLVED FURTHER, that copies of this Resolution be transmitted to the Pagadian City Emergency Operation Center through Honorable City Mayor Samuel S.
