RESOLUTION NO. 2020-0888 (Sponsored by: Honorable Teodoro M. Quicoy) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE)-REGIONAL OFFICE IX, FOR THE IMPLEMENTATION OF THE TULONG PANGHANAPBUHAY SA ATING DISPLACED/DISADVANTAGED (TUPAD) WORKERS PROGRAM FOR UNDEREMPLOYED/SELF-EMPLOYED/DISPLACED WORKERS IN THE CITY OF PAGADIAN WHOSE LIVELIHOOD WERE AFFECTED BY THE CORONA VIRUS DISEASE 2019 (COVID-19) PANDEMIC" WHEREAS, the Department of Labor and Employment (DOLE) has implemented the Emergency Employment Program under the Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged (TUPAD) Workers Program for the underemployed/self-employed/displaced workers whose livelihood were affected by the COVID-19 pandemic and as a result of economic disruptions and/or the occurrence of natural disasters, calamities, or armed conflicts that affected their economic base and to augment the meager income of the underemployed and seasonal workers, pursuant to the provisions of DO No. 219, series of 2020, which aims to provide temporary wage employment to the displaced, underemployed and seasonal workers for a period of Fifteen (15) days; WHEREAS, in relation thereto, the Department of Labor and Employment (DOLE)-Regional Office IX and the City Government of Pagadian have agreed to concertedly pursue the implementation of such program in the City of Pagadian; WHEREAS, to ensure the early and successful implementation of the foregoing program, there is thus a need for the formal forging of a Memorandum of Agreement, where the duties and responsibilities of both parties have been specified, for which a request has been sought by the Honorable City Mayor that he be accorded the necessary authority to enter into such deed, which request merited the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy, be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Labor and Employment (DOLE)-Regional Office IX, for the implementation of the Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged (TUPAD) Workers Program for underemployed/self-employed/displaced workers in the City of Pagadian whose livelihood were affected by the Corona Virus Disease 2019 (COVID-19) pandemic. RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration; to the City Legal Officer; and Regional Director Atty. Roy L. Buenafe, Regional Office 9, Cortez Bldg., St., Sta. Catalina, Zamboanga City; and all others concerned, for their information and guidance. APPROVED UNANIMOUSLY.
