RESOLUTION NO. 2020-0801 (Sponsored by: Honorable Teodoro M. Quicoy) "A RESOLUTION STRONGLY SUPPORTING AND FULLY BACKING UP THE OFFER OF THE HONORABLE CITY MAYOR TO THE PHILIPPINE STATISTICS AUTHORITY (PSA) FOR THE TRANSFER OF THEIR REGIONAL OFFICE AS WELL AS THE ESTABLISHMENT OF THE "PSA SERBILIS CENTER" IN THE CITY OF PAGADIAN, AS SPECIFIED HEREUNDER" WHEREAS, ever since the designation of Pagadian City as the Regional Center for Western Mindanao or so-called the Zamboanga Peninsula Region, the City Government has, time and again, been requesting for the transfer of the Philippine Statistics Authority (PSA)-Regional Office 9 from Zamboanga City to Pagadian City pursuant to the mandate of Executive Order No. 429 issued by the late President Corazon C. Aquino, as well as for the establishment of the PSA Serbilis Center in recognition of the general interest of the public on the need to obtain the required Security Paper (SECPA) for all personal documents such as birth, death and marriage certificates including the certificate of no marriage (CENOMAR); WHEREAS, as the foregoing requests remained unheeded up to this very present, the Honorable City Mayor has manifested an offer to provide the necessary assistance and support services to help convince the concerned agency to finally consider the long desire of the city government and its people, to include the neighboring municipalities and provinces, to be provided with such essential services right in the City of Pagadian; WHEREAS, this body, finding no legal impediment thereto and, considering such offer reasonable and practicable in relation to the benefits and advantages that may be derived therefrom, deems it prim and proper to manifest its strong support thereto, hence, this passage; NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy be it RESOLVED, as it is hereby resolved to strongly support and fully back up the offer of the Honorable City Mayor to the Philippine Statistics Authority (PSA) for the transfer of their regional office as well as the establishment of the "PSA Serbilis Center" in the City of Pagadian, as specified herein, to wit: The City Government will provide and allocate an office space at the City Commercial Center (C3) building for use exclusively in the establishment of the "PSA Serbilis Center;" The City Government will shoulder the expenses for the renovation of the office space provided at the C3 according to the PSA's need/requirement; The utilization/use of the office space provided at the C3 shall be free of charge for four (4) years; and The City Government is willing to donate a parcel of land situated at the President Corazon C. Aquino Regional Center site at Barangay Balintawak, this city, in favor of the Philippine Statistics Authority for the establishment of their regional office building. RESOLVED, FURTHER, to let copies of this Resolution be forwarded to the Head-Philippine Statistics Authority, PSA Complex, East Avenue, Diliman, Quezon City, for information and appropriate action; to the Head, Philippine Statistics Authority-Pagadian City Office; and to the Honorable City Mayor, for their support and follow-up.
