RESOLUTION NO. 2020-0793 (Sponsored by: Honorable Fernando Y. Pameron) "A RESOLUTION APPEALING TO HIS EXCELLENCY, PRESIDENT RODRIGO R. DUTERTE, REPUBLIC OF THE PHILIPPINES, FOR THE EXTENSION OF ALL THE NECESSARY SUPPORT AND ASSISTANCE TO HELP ADDRESS THE RISING CASES OF COVID-19 IN THE CITY OF PAGADIAN" WHEREAS, with the recent spike in local transmission of COVID-19 in the city, this august body has expressed concern and alarm over the foregoing predicament considering that, at present, the established isolation facilities are almost filled up and our hospitals are now operating beyond their respective bed capacities; WHEREAS, the information that the Zamboanga del Sur Medical Center situated in the City of Pagadian-catering the entire province of Zamboanga del Sur-is operating more than its bed capacity and the medical staff thereat are infected with such disease and are now undergoing isolation and quarantine has further aggravated the situation aside from the fact that private hospitals are no longer accepting and admitting COVID-19 patients with symptoms for reasons that it is already full and there are no available doctors and nurses who will be attending such patients, for which an appalling revelation is that COVID-19 patients are now dying in their respective homes; WHEREAS, to better understand the prevailing situation of the City, the City of Pagadian is currently addressing the pandemic with only one (1) government hospital, the Pagadian City Infirmary which is presently utilized as treatment and isolation facility, and two (2) private Level II hospitals where the medical staff in these hospitals are now lacking due to either, on quarantine or have resigned, and it is sad to note that there are no new applicants for the vacant positions in these hospitals; WHEREAS, given the foregoing predicament, the City Government is in dire need of additional doctors, nurses, medical technologist, psychologists and other medical workers to augment the present medical personnel so as to fill in the gap of undermanned hospitals and attend to the COVID-19 patients thereat; WHEREAS, premises considered, this body, concern and apprehensive that the city's health care system will be overwhelmed, finds it most pressing and essential to seek the support and assistance from the national government through the President of the Republic of the Philippines for the assignment of additional team of doctors, nurses, medical technologists, psychologists to augment the present medical workers in the different hospitals in the city as well as appropriate funds for the establishment and construction of additional isolation facilities, and the provision of Personal Protective Equipment (PPE) for all the medical workers and frontliners in the city; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to appeal, as this body hereby appeals to His Excellency, President Rodrigo R. Duterte, Republic of the Philippines, for the extension of all the necessary support and assistance to help address the rising cases of COVID-19 in the City of Pagadian, as herein specified, to wit: Assignment of augmentation medical team: Ten (10) Doctors; Ten (10) Psychologist; Sixty (60) Nurses; Ten (10) Medical Technologist; Medicines for COVID-19; Personal Protective Equipment (PPEs) for all medical workers and frontliners; and Appropriate funds for the establishment of additional isolation facilities. RESOLVED, FURTHER, to let copies of this Resolution be forwarded to His Excellency, President Rodrigo R. Duterte through Honorable Executive Secretary Salvador Medialdea, Malacanan, Manila, for their information and favorable consideration; to Honorable Secretary Francisco Duque III, Department of Health; and to Honorable Carlito Galvez, Jr., Chief Implementer, National Task Force Against COVID-19, for their information and appropriate action; and to His Honor, City Mayor Samuel S.
