RESOLUTION NO. 2020-0678 (Sponsored by: Honorable Priscilla M. Fernandez) "A RESOLUTION EARNESTLY REQUESTING HIS HONOR, GOVERNOR VICTOR J. YU, PROVINCE OF ZAMBOANGA DEL SUR, TO DIRECT ALL CONCERNED LAW ENFORCEMENT AGENCIES MANNING THE DIFFERENT ENTRY POINTS OF THE PROVINCE OF ZAMBOANGA DEL SUR TO IMPOSE STRICTER BORDER RESTRICTIONS AND/OR CONTROL FOR ALL PERSON(S), WHETHER RESIDENTS OR NON-RESIDENTS, WHO SHALL BE ENTERING AND/OR PASSING THROUGH THE PROVINCE AS A PUBLIC HEALTH MEASURE TO CONTAIN, IF NOT PREVENT, THE SPREAD OF COVID-19 CASES, IN THE LIGHT OF THE REPORTED RISING OF LOCAL TRANSMISSION OF SUCH DISEASE IN THE NEIGHBORING PROVINCES OF LANAO DEL NORTE AND MISAMIS OCCIDENTAL AND THE CITIES OF ILIGAN AND OZAMIS" WHEREAS, concern on the reported rising of local transmission of the Coronavirus Disease (COVID-19) cases in the neighboring and adjacent provinces of Lanao del Norte and Misamis Occidental as well as the Cities of Iligan and Ozamis cannot be underemphasized as this august body is alarmed and apprehensive that this might stimulate the intensification of such dreaded disease in the province, in general, and the City of Pagadian, in particular; WHEREAS, while this Sanggunian understands that inter-zonal movement of persons between GCQ and MGCQ for any purpose other than leisure is allowed and that Local Government Units may only regulate "Tourism Travel" based on the provisions of Omnibus Guidelines on the Implementation of Community Quarantine in the?Philippines issued by the Inter-Agency Task Force-Emerging Infectious Diseases (IATF-EID), however, there is still a need for the implementation of a more stringent imposition of border rules for all persons entering all entry points of the province so as not to defeat the effort and all necessary public health measures instituted by both the Provincial and City Government to ensure the curtailment of local transmission of such disease; WHEREAS, premises considered, it is thus imperatively necessary to direct all concerned law enforcement agencies manning the entry points of the province to impose stricter border restriction, hence, requesting the Honorable Provincial Governor for this purpose is most proper and in order; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to earnestly request, as it is hereby earnestly requested His Honor, Governor Victor J. Yu, Province of Zamboanga del Sur, to direct all concerned law enforcement agencies manning the different entry points of the Province of Zamboanga del Sur to impose stricter border restrictions and/or control for all person(s), whether residents or non-residents, who shall be entering and/or passing through the province as a public health measure to contain, if not prevent, the spread of COVID-19 cases, in the light of the reported rising of local transmission of such disease in the neighboring provinces of Lanao del Norte and Misamis Occidental and the Cities of Iligan and Ozamis. RESOLVED FURTHER, to let a copy of this Resolution be transmitted to the Provincial Governor, Honorable Victor J. Yu, Province of Zamboanga del Sur, for his immediate favorable consideration; and to the Honorable City Mayor, for support and follow-up. APPROVED UNANIMOUSLY.
