RESOLUTION NO. 2020-0666 (Sponsored by: Committee on Human Rights and Urban Rural Community and Committee on Planning and Landed Estates) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO DIRECT THE CITY PLANNING AND DEVELOPMENT COORDINATOR TO ENDORSE TO THE SANGGUNIANG PANLUNGSOD, FOR APPROPRIATE CONSIDERATION, THE APPLICATION OF THE PANALANGIN HOMEOWNERS ASSOCIATION, INCORPORATED FOR PRELIMINARY APPROVAL AND LOCATIONAL CLEARANCE (PALC) OF A SUBDIVISION PROJECT AT BARANGAY BOGO, THIS CITY, TOGETHER WITH ALL PERTINENT DOCUMENTS THEREAT" WHEREAS, information has it that the Panalangin Homeowners Association, Incorporated, submitted its application for Preliminary Approval and Locational Clearance (PALC) of a subdivision project at Barangay Bogo, this City, with the Office of the City Planning and Development Coordinator for processing, however, such application has remained pending due to lack of the necessary documents such as the Certificate of Land Conversion from the Department of Agrarian Reform; WHEREAS, the concerned association, while acknowledging the deficiency of the necessary documentary requirement, sought for the body's consideration contending that the subject parcels of land of the afore-mentioned subdivision project had already been reclassified by the Sangguniang Panlungsod from agricultural to residential pursuant to Resolution No. 2019-0250 aside from being certified to as not covered by Agrarian Land Reform Program by the Department of Agrarian Reform-Provincial Office; WHEREAS, motivated and inspired by desire to provide decent home to their members, and considering the urgent need to purchase and acquire the subject parcels of land from the private lot owners through the Socialized Housing Finance Corporation (SHFC)--where the processing of payment can only be made once the subdivision project has acquired Preliminary Approval and Locational Clearance (PALC) from the Sangguniang Panlungsod, hence, the intercession of this august body on this matter has been sought; WHEREAS, the body, following the favorable recommendation of the concerned Committees-to which the matter was initially referred-deems it prim and proper to direct the City Planning and Development Coordinator to cause the immediate processing and evaluation of the foregoing application and endorse the same to the Sangguniang Panlungsod for its consideration; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to direct the City Planning and Development Coordinator to endorse to the Sangguniang Panlungsod, for appropriate consideration, the application of the Panalangin Homeowners Association, Incorporated for Preliminary Approval and Locational Clearance (PALC) of a subdivision project at Barangay Bogo, this city, together with all pertinent documents thereat. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his preferential consideration and favorable action; and to the City Planning and Development Coordinator, Engr. Reynita R. Ebal, for her information, guidance and/or appropriate action.
