"A RESOLUTION INFORMING THE CITY TREASURER, THROUGH THE HONORABLE CITY MAYOR, TO TAKE NOTE AND COMPLY WITH THE DIRECTIVE OF THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT, AS ENUNCIATED UNDER MEMORANDUM CIRCULAR NO. 2018-133, DATED 16 AUGUST 2018, WHICH, IN GIST, PROVIDES FOR OMNIBUS GUIDELINES ON THE SUSPENSION OF LGU IMPOSITION AND COLLECTION OF ILLEGAL FEES AND TAXES RELATIVE TO THE TRANSPORT OF GOODS AND PRODUCTS"

WHEREAS, on 16 August, 2018, the Department of the Interior and Local Government (DILG), in view of the complaints from the different business groups regarding the practice of some LGUs in imposing fees, taxes and/or charges on the transportation of goods and products carried into or out of, or passing through their respective territorial jurisdiction, issued Memorandum Circular No. 2018-133, entitled: "Omnibus Guidelines on the Suspension of LGU Imposition and Collection of Illegal Fees and Taxes relative to the Transport of Goods and Products;" 

WHEREAS, notwithstanding the issuance of such directive, information has it that several LGUs has continued to impose and collect "entry fees" and/or other charges unmindful of the fact that the country is in the midst of the COVID-19 pandemic, for which the DILG through an Advisory, dated 30 July 2020, reiterated the afore-mentioned directive to all LGUs to suspend the imposition and collection of illegal fees and taxes relative to the transport of goods and products;
WHEREAS, in view thereof, it is thus necessary to inform the City Treasurer to take note and comply with the foregoing directive, hence, this passage; 
NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy, be it

RESOLVED to inform, as this body hereby informs the City Treasurer, through the Honorable City Mayor, to take note and comply with the directive of the Department of the Interior and Local Government, as enunciated under Memorandum Circular No. 2018-133, dated 16 August 2018, which, in gist, provides for Omnibus Guidelines on the Suspension of LGU Imposition and Collection of Illegal Fees and Taxes relative to the transport of goods and products.

RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his consideration and favorable action; and to Ms. Nona Grace E. Duran, City Treasurer, for information, guidance and/or appropriate action.
