RESOLUTION NO. 2020-0585 (Sponsored by: Honorable Arnold R. Gavenia) "A RESOLUTION INQUIRING FROM THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH)-REGIONAL OFFICE IX, THROUGH THE HIGHWAY DISTRICT ENGINEER, FIRST ENGINEERING DISTRICT OF ZAMBOANGA DEL SUR, WHETHER THE LOT/RESIDENTIAL OWNERS THAT WERE DIRECTLY AFFECTED BY THE IMPLEMENTATION OF THE PROPOSED BY-PASS SECONDARY NATIONAL ROAD ALONG BARANGAYS ALEGRIA, DATAGAN, DANLUGAN, KAHAYAGAN, BULAWAN, GUBANG, MACASING, LAPEDIAN AND LALA, ALL OF THIS CITY, HAVE BEEN JUSTLY COMPENSATED" WHEREAS, information revealed that the Department of Public Works and Highways through its Regional Office is now pursuing the implementation of the proposed by-pass secondary national road from the Municipality of Labangan to the Municipality of Dumalinao, both in the Province of Zamboanga del Sur, passing through several barangays of Pagadian City particularly Barangays of Alegria, Datagan, Danlugan, Kahayagan, Bulawan, Gubang, Macasing, Lapedian and Lala; WHEREAS, while the City Government welcomes such infrastructure project as it will further advance development and progress of the city, however, several lot/residential owners whose private properties were directly affected by such project brought to the attention of this august body their concern on the matter of just compensation with reference to the utilization of their respective private lots; WHEREAS, in an effort to determine the veracity of the claim, it is but prim and proper to seek clarification from the DPWH, Regional Office IX-being the implementing agency-whether the affected private lot/residential owners were justly compensated out of the utilization of their respective private lots; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to inquire, as this body hereby inquires from the Department of Public Works and Highways (DPWH)-Regional Office IX, through the Highway District Engineer, First Engineering District of Zamboanga del Sur, whether the lot/residential owners that were directly affected by the implementation of the proposed by-pass secondary national road along Barangays Alegria, Datagan, Danlugan, Kahayagan, Bulawan, Gubang, Macasing, Lapedian and Lala, have been justly compensated. RESOLVED, FURTHER, to let copy of this Resolution be forwarded to the Regional Director, DPWH-Regional Office IX through Engr. Reynerio P. Alcachupas, Highway District Engineer, First Engineering District of Zamboanga del Sur, Balangasan District, this City, for information and immediate favorable action; and to the Honorable City Mayor, for information, support and follow-up.
