RESOLUTION NO. 2020-0554 (By Acclamation) "A RESOLUTION EXPRESSING THE CITY GOVERNMENT'S ALL-OUT SUPPORT ON THE STATE'S ADVOCACY TO AVERT AND/OR STOP TERRORISM IN THE COUNTRY AND, THEREBY, STRONGLY UPHOLDING THE PASSAGE INTO LAW OF HOUSE BILL NO. 6875 OTHERWISE KNOWN AS THE "ANTI-TERRORISM BILL"" WHEREAS, in line with the United Nations Security Council's Resolution No. 1624 and, consistent with the policy of the state to protect the life, liberty and property of every Filipino against terrorism and to make terrorism a crime against the Filipino people, humanity and the law of nations, the House of Representatives adopted en toto the Senate version of the Anti-Terrorism Bill through House Bill No. 6875 and thereafter passed and approved the same on Third and Final Reading last June 03, 2020; WHEREAS, the passage of the Anti-Terrorism Bill-while conforming to the security guidelines in compliance with the obligations under International Law as well as complementing the security requirements in preventing and prosecuting terrorists in our jurisdiction-is for the purpose of providing Philippine authorities a much-needed strong legal backbone to support the criminal justice system in preventing terrorism and prosecuting those who are involved in terroristic activities and to exact accountability, liability and responsibility while maintaining respect for civil liberties; WHEREAS, in view of the foregoing, the City Government believes that the passage into law of the "Anti-Terrorism Bill" is timely and necessary to shield its local residents, in particular, and the entire Filipino Citizenry as a whole from the atrocious terroristic attacks as well as prevent the country from being a haven for terrorists or extremists, hence, expressing the city's strong and all-out support thereto is most proper; NOW, THEREFORE, on unanimous motion of all present Council Members, and severally seconded, it was RESOLVED to express, as this body hereby expresses the City Government's all-out support on the state's advocacy to avert and/or stop terrorism in the country and, thereby, strongly upholding the passage into law of House Bill No. 6875 otherwise known as the "Anti-Terrorism Bill." RESOLVED FURTHER, to let a copy of this Resolution be forwarded to His Honor, Senate President Vicente C. Sotto III, Senate of the Philippines, GSIS Bldg. Financial Center, Diokno Blvd., Pasay City; and to His Honor, Speaker Alan Peter S. Cayetano, House of Representatives, Quezon City, for their information, guidance and/or appropriate action; to Honorable Secretary Eduardo M. Ano, Department of the Interior and Local Government, DILG NAPOLCOM Center, EDSA, corner Quezon Avenue, Quezon City; and to Provincial Director Moh. Taha S. Arakama, DILG-Zamboanga del Sur Provincial Office through Mr. Farouk M.
