RESOLUTION NO. 2020-0539 (Movant: Honorable Ronald Christopher Glenn L. Ariosa) "A RESOLUTION FORMALLY OFFERING TO THE PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICE (PENRO), DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES-ZAMBOANGA DEL SUR PROVINCIAL OFFICE, IN EXCHANGE FOR THE TWO (2) LOTS PRESENTLY UTILIZED AS THEIR OFFICE SITE SITUATED AT GATAS DISTRICT, THE VACANT LOT AREA OF EQUAL SIZE WITHIN THE CITY ENGINEER'S OFFICE COMPOUND AT SAN JOSE DISTRICT, THIS CITY, WITH A FURTHER COMMITMENT FROM THE CITY GOVERNMENT OF PAGADIAN TO SHOULDER THE CONSTRUCTION OF A TWO (2)-STOREY BUILDING THEREAT FOR USE AS ITS PERMANENT OFFICE" WHEREAS, with a favorable economic atmosphere now unfolding in the City of Pagadian which can be attributed to the present leadership's effort to convert the city into a tourist and business hub of Region 9, the increasing number of clientele brought about by the influx of people-investors, tourists and job-seekers alike-along with the different needs of attention they require from the City Government has caused this present administration to initiate urgent and priority infrastructure projects that will be beneficial to the city's constituents- such as the construction and establishment of a modern three (3)-storey City Hall Building Complex utilizing the entire blocked area within the present city hall complex to accommodate and house all departments and offices of the City Government as a one-stop-shop venue for all its clients; WHEREAS, the foregoing project, after evaluation and assessment, could not be realized and pursued without having the two (2) lots owned and occupied by the Provincial Environment and Natural Resources Office (PENRO), DENR-Zamboanga del Sur Provincial Office, as its office site, particularly the lot donated by the City Government of Pagadian in the name of the Bureau of Lands, dated 02 January 1979 with an area of 752 square meters and the lot registered in the name of the Bureau of Forest Development with an area of 600 square meters dated 10 September 1970, be acquired back by the City Government of Pagadian; WHEREAS, for this purpose, the City Government through the Honorable City Mayor, to ensure the pursuance and realization of the same, is officially offering to the Department of Environment and Natural Resources (DENR) through the Provincial Environment and Natural Resources Office (PENRO) a vacant lot area of equal size within the City Engineer's Office compound in exchange for the above-cited lots with a further commitment and assurance to shoulder the construction of a two (2)-storey building for their office use which building construction is subject to the DENR's design and specifications; NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa, be it RESOLVED to formally offer, as this body hereby formally offers to the Provincial Environment and Natural Resources Office (PENRO), Department of Environment and Natural Resources-Zamboanga del Sur Provincial Office, in exchange for the two (2) lots presently utilized as their office site situated at Gatas District, the vacant lot area of equal size within the City Engineer's Office compound at San Jose District, this City, with a further commitment from the City Government of Pagadian to shoulder the construction of a two (2)-storey building thereat for use as its permanent office. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Provincial Environment and Natural Resources Office through Mr. Ben M. Acana, Provincial Environment and Natural Resources Officer, DENR-Zamboanga del Sur Provincial Office, for information and appropriate consideration; to Honorable Secretary Roy A. Cimatu, DENR, Visayas Avenue, Vasra, Quezon City; and to His Honor, City Mayor Samuel S. Co, for support and follow-up. APPROVED UNANIMOUSLY.
