RESOLUTION NO. 2020-0507 (Sponsored by: Committee on Health and Social Services; and Committee on Commerce, Trade and Industry, Economic Enterprise and Cooperatives) "A RESOLUTION INFORMING THE DEPARTMENT OF INTERIOR AND LOCAL GOVERNMENT (DILG) THROUGH THE CITY LOCAL GOVERNMENT OPERATIONS OFFICER THAT THE CITY GOVERNMENT OF PAGADIAN, IN CONSIDERATION OF THEIR MEMORANDUM CIRCULAR NO. 2020-071, DATED 09 APRIL 2020, HAD PASSED AND ADOPTED CITY ORDINANCE NO. 2020-438, ENTITLED: "AN ORDINANCE REQUIRING THE MANDATORY USE OR WEARING OF FACE MASK OR IMPROVISED FACE SHIELD IN ALL PUBLIC PLACES OF PAGADIAN CITY DURING OR ON THE OCCASION OF A DECLARED NATIONAL OR LOCAL PUBLIC HEALTH EMERGENCY DUE TO AN EPIDEMIC OR PANDEMIC DISEASES TRANSMISSIBLE THROUGH DROPLETS OR AIR-BORNE, AND PROVIDING PENALTY FOR VIOLATION THEREOF" WHEREAS, the Department of the Interior and Local Government, on 09 April 2020, issued Memorandum Circular No. 2020-071, entitled: "Mandatory Wearing of Face Mask or Other Protective Equipment in Public Areas," as a public health measure against the spread of COVID-19 disease; WHEREAS, the Joint Committee on Health and Social Services and Committee on Commerce, Trade and Industry, Economic Enterprise and Cooperative, to which the foregoing concern was referred for preliminary consideration, in their Joint Committee Report No. 0160 recommended to inform the DILG that the City Government of Pagadian has already complied with the said Order through the enactment of City Ordinance No. 2020-438, which recommendation merited the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to inform, as this body hereby informs the Department of Interior and Local Government (DILG) through the City Local Government Operations Officer that the City Government of Pagadian, in consideration of their Memorandum Circular No. 2020-071, dated 09 April 2020, had passed and adopted City Ordinance No. 2020-438 entitled: "An Ordinance Requiring the Mandatory Use or Wearing of Face Mask or Improvised Face Shield in All Public Places of Pagadian City During or On the Occasion of a Declared National or Local Public Health Emergency Due to an Epidemic or Pandemic Diseases Transmissible Through Droplets or Air-Borne, and Providing Penalty for Violation Thereof." RESOLVED FURTHER, to let copies of this Resolution be transmitted to the Department of the Interior and Local Government through the City Local Government Operations Officer, Mr. Farouk M.
