RESOLUTION NO. 2020-0502 (Movant: Honorable Fernando Y. Pameron) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO GRANT MORATORIUM OR DISCOUNTED AMOUNT IN THE PAYMENT OF STALL RENTALS AS WELL AS OTHER CHARGES AT THE CITY COMMERCIAL CENTER (C3), THE PAGADIAN INTEGRATED BUS TERMINAL (IBT) AND THE AGORA PUBLIC MARKET PARTICULARLY THOSE RENTABLE STALLS OR SPACES THAT WERE TEMPORARILY CLOSED DUE TO THE ENHANCED COMMUNITY QUARANTINE" WHEREAS, due to the rapid spread of COVID-19 disease in the country, the Honorable City Mayor, consistent with Presidential Proclamation No. 929 issued by the President of the Republic of the Philippines which imposed an Enhanced Community Quarantine throughout Luzon, issued Executive Order No. 19, series 2020, placing the entire City of Pagadian under Enhanced Community Quarantine and, as a result thereof, many commercial and business establishments including those renters and stallholders at the City Commercial Center, the Integrated Bus Terminal (IBT) and the Agora Public Market have been directly affected and have experienced financial difficulties after they were obliged to temporarily cease operations; WHEREAS, considering the foregoing predicament and taking into account the welfare of the stallholders/occupants of the City Government's commercial stalls/spaces vis-a-vis the loss of business opportunity while effecting the temporary closure of their shops/establishments and the expected diminution in income upon business reopening, the Honorable City Mayor, in support of the recommendation of the City Commercial Center (C3) Board through its Resolution No. 7, series of 2020, took the cudgel in proposing the grant of moratorium or discounts on the payment of rentals and other charges as a measure to help assuage the economic distress they are presently experiencing as well as to cushion its negative financial impact; WHEREAS, premises considered, this body, upon careful perusal and evaluation, finds the proposal to be meritorious and worthy of support under the present economic situation; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to grant moratorium or discounted amount in the payment of stall rentals as well as other charges at the City Commercial Center (C3), the Pagadian Integrated Bus Terminal (IBT) and the Agora Public Market particularly those rentable stalls or spaces that were temporarily closed due to the Enhanced Community Quarantine, subject to the herein specified guidelines, to wit: A. City Commercial Center (C3) Stallholders: For the month of April 2020 - 100% Off Rental Fee and Common Utility Service Area (CUSA) for stallholders under Lease Account and Rent-to-Own Account; For the month of May 2020 - 50% Off Rental Fee & CUSA for stallholder under Lease Account; 50% Off CUSA for stallholder under Rent-to-Own Account; B. Agora Public Market Stallholders: For the month of April 2020 - 100% Off Rental Fee to the following shops/establishments: Beauty Parlor/Salon Barber Shop Carenderia/Restaurant Dry Goods For the month of May 2020 - 50% Off Rental Fee to the following shops/establishments: Beauty Parlor/Salon Barber Shop Carenderia/Restaurant C. IBT Stallholders: For the month of April 2020 - 100% Off Rental Fee For the month of May 2020 - 50% Off Rental Fee RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Honorable City Mayor, the City Economic Enterprises Officer, and the City Treasurer, for their information and appropriate action.
