Gavenia) "A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR TO GRANT, SUBJECT TO THE AVAILABILITY OF FUNDS, HAZARD PAY TO ALL QUALIFIED REGULAR, CASUAL OR CONTRACTUAL EMPLOYEES OF THE CITY GOVERNMENT OF PAGADIAN, INCLUDING WORKERS WHOSE EMPLOYMENT ARE COVERED BY CONTRACT OF SERVICE, JOB ORDERS OR OTHER SIMILAR SCHEMES, WHO PHYSICALLY REPORTED TO WORK DURING THE PERIOD OF THE IMPLEMENTATION OF THE ENHANCED COMMUNITY QUARANTINE DUE TO CORONA VIRUS 2019 (COVID-19) OUTBREAK, PURSUANT TO SECTION 5 OF ADMINISTRATIVE ORDER NO. 26, DATED 23 MARCH 2020, ISSUED BY THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES" WHEREAS, in light of the rapid spread of the Corona Virus 2019 (COVID-19) disease in the country, and as part of the social or physical distancing as well as the Enhanced Community Quarantine measures to contain the further spread of such illness, Executive Secretary Salvador C. Medialdea issued Memorandum, dated 16 March 2020, which, in gist, directs all concerned government offices/agencies to adopt work from home and skeletal workforce arrangements to ensure the delivery of services to the public; WHEREAS, consequently, in understanding the inevitable exposure to health risks and hazards of government employees whose services are urgently necessary and are required to physically report for work during the implementation of the Enhanced Community Quarantine, President Rodrigo R. Duterte, on March 23, 2020, issued Administrative Order No 26, entitled: "Authorizing the Grant of Hazard Pay to Government Personnel who Physically Report for Work During the Period of Implementation of an Enhanced Community Quarantine Relative to the COVID-19 Outbreak"; WHEREAS, Section 5 of the foregoing Order, provides for the grant of the COVID-19 Hazard Pay to employees in LGU's, including those in barangays, who physically report for work during the quarantine period at the rate not exceeding Five Hundred (P500.00) Pesos per day per person or in an amount to be determined by the Sanggunian subject to the availability of funds and the PS limitation as provided under R.A. 7160 WHEREAS, premises considered, this body, finding importance and urgency of the foregoing matter, supports and concurs with the proposition of the City Chief Executive to grant hazard pay to all qualified employees of the City Government of Pagadian at the rate to be determined based on the availability of funds; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to authorize, as this body hereby authorizes the Honorable City Mayor to grant, subject to the availability of funds, hazard pay to all qualified regular, casual or contractual employees of the City Government of Pagadian, including workers whose employment are covered by contract of service, job orders or other similar schemes, who physically reported to work during the period of the implementation of the Enhanced Community Quarantine due to Corona Virus 2019 (COVID-19) outbreak, pursuant to Section 5 of Administrative Order No. 26, dated 23 March 2020, issued by the President of the Republic of the Philippines. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Honorable City Mayor; the City Budget Officer; the City Accountant; the City Treasurer; and the City Auditor, for their information, guidance and/or appropriate action.
