"A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE)-REGIONAL OFFICE IX, FOR THE IMPLEMENTATION OF THE TULONG PANGHANAPBUHAY SA ATING DISPLACED/DISADVANTAGED (TUPAD) WORKERS UNDER THE BARANGAY KO, BAHAY KO (TUPAD#BKBK) PROGRAM IN THE CITY OF PAGADIAN" 

WHEREAS, in view of the declaration of a State of Public Health Emergency and State of Calamity throughout the Philippines due to the Corona Virus (COVID-19) pandemic, the Department of Labor and Employment (DOLE), pursuant to the provisions of Department Order No. 210, series of 2020, has implemented the emergency employment for a period of ten (10) days to the displaced marginalized workers who have lost their livelihood or whose earnings were affected due to the Enhanced Community Quarantine against COVID-19;

WHEREAS, in relation thereto, the Department of Labor and Employment (DOLE) through its Regional Office IX and in collaboration with the City Government of Pagadian have agreed to concertedly pursue the implementation of such program in the City of Pagadian; 

WHEREAS, in order to hasten the effective pursuance of the foregoing project, there is an urgent need to formalize the same through a Memorandum of Agreement where the duties and responsibilities of both parties have been specified, thus, authorizing the City Chief Executive to enter and represent the City Government in the formal forging of such agreement is most appropriate at this prevailing circumstance;

NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it

RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Labor and Employment (DOLE)-Regional Office IX, for the implementation of the Tulong Panghanapbuhay Sa Ating Displaced/Disadvantaged (TUPAD) Workers under the Barangay ko, Bahay ko (TUPAD#BKBK) Program in the City of Pagadian.

RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration; to the City Legal Officer; and Regional Director Ofelia B. Domingo, DOLE, Regional Office 9, Cortez Bldg., Dr. Evangelista St., Sta. Catalina, Zamboanga City; and all others concerned, for their information and guidance.
