RESOLUTION NO. 2020-0474 (Co-Sponsored by: Committee on Health and Social Services and Committee on Police, Fire and Public Safety) "A RESOLUTION ADVISING, THROUGH THE HONORABLE CITY MAYOR, ALL FUNERAL PARLORS OPERATING IN THE CITY OF PAGADIAN AS WELL AS ALL OTHER ESTABLISHMENTS/ENTITIES TO STRICTLY ADHERE AND COMPLY WITH THE EXISTING GUIDELINES AND PROCEDURES WITH REFERENCE TO THE CREMATION OR BURIAL OF HUMAN REMAINS OF PERSON UNDER INVESTIGATION (PUI) OR CONFIRMED COVID-19 CASE WITH PARTICULAR CONSIDERATION TO THE DECEASED PERSON'S WISH, DECISION OF THOSE WHO HAVE THE DUTY TO MAKE FUNERAL/BURIAL ARRANGEMENTS, AND RELIGIOUS AND CULTURALLY-ACCEPTABLE NORMS AND PRACTICES OF THE DECEASED" WHEREAS, alongside the issue on the management of human remains for patients under investigation (PUI's) or confirmed COVID-19 cases, the matter of burial or cremation of human remains of a Muslim or any other deceased person who have different religious and cultural norms and practices for burial was likewise brought to the attention of this august body; WHEREAS, Committee on Health and Social Services and Committee on Police, Fire and Public Safety-to which the concern was jointly referred for evaluation- provided information that Paragraph 4.15 of Item No. 4 of Memorandum Circular No. 2020-063, dated 27 March 2020, issued by the Department of the Interior and Local Government (DILG), provides that cremation or burial of human remains, to the most possible extent, shall be in accordance with the deceased person's wish, decision of those who have the duty to make funeral/burial arrangements, and/or religious and culturally-acceptable norms and practices of the deceased; WHERAS, taking into account the above-mentioned information, the body, after careful perusal and evaluation, deems it appropriate and in order to advise, through the Honorable City Mayor, all funeral parlors operating in the city as well as all other establishment/entity to consider the religious and cultural practices of the deceased person who died as a Person Under Investigation (PUI) or confirmed COVID-19 case in undertaking the burial or cremation; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to advise, as this body hereby advises, through the Honorable City Mayor, all funeral parlors operating in the City of Pagadian as well as all other establishments/entities to strictly adhere and comply with the existing guidelines and procedures with reference to the cremation or burial of human remains of Person Under Investigation (PUI) or confirmed COVID-19 case with particular consideration to the deceased person's wish, decision of those who have the duty to make funeral/burial arrangements, and religious and culturally-acceptable norms and practices of the deceased. RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S.
